With the rapid development of market economy and urbanization,the living conditions of people in our country are improved a lot.However,the urban-rural dual structure in China has its defects,and the gap between urban and rural housing security is widening.It is urgent to formulate and implement the housing security system of the low-incoming groups in our society,especially in the wide rural area.Now the rural dilapidated houses renovation has been an important measure to promote social fairness and harmony.In 2008,China started to implement the policy of rural dilapidated houses renovation which has been a priority of the work in agriculture in government.As a livelihood project,the policy of rural dilapidated houses renovation should be researched,analyzed and improved continuously so that we can get references for later work,whether the policy can achieve its desired effect or solve the rural households' housing problems.Through the methods of literature research,field investigation,questionnaire survey and in-depth interview,this paper studies the renovation of dangerous old houses in Sheyang County,and finds that the renovation of dangerous old houses in Sheyang County has achieved remarkable results.At present,the main structural types of the reformed rural dangerous houses are simple masonry structures(without brick columns,structural columns,ring beams)and brick,stone and civil structures(wooden frames).The number of poor households with five guarantees,low guarantees,poor disabled households and file establishment card accounts for 65.02%of the total,which accords with the principle of giving priority to the transformation of economically poor households in the policy of renovating dangerous houses.However,there are many problems in the process of renovation of dangerous old houses in rural areas,including the low degree of specialization of government departments,the difficulty of subsidy mode to meet the needs of people's funds,the lack of long-term planning for renovation and the relatively backward supporting infrastructure,which lead to social contradictions,excessive investment in funds,and the aggravation of the burden on the masses.On this basis,through summing up the renovation of dangerous old buildings in Beijing and Chengdu,we can draw lessons from the advanced management experience of adapting measures to local conditions and multi-level matching.According to the present situation of crisis housing renovation in Sheyang County,the corresponding improvement measures are put forward in view of the existing problems in the process of renovation:first,to strengthen the propaganda of the significance of the renovation of dangerous old houses,to refine the relevant renovation rules,to do a good job in countryside dangerous houses quantity and household information statistics;second,to strengthen the assistance in the early stage of the renovation of dangerous old houses,to shorten the examination and approval procedures,to Aim:To broaden financing channels through multiple channels,increase the matching of local funds,and alleviate the proportion of self-financing of rural poor and dangerous housing households.At the same time,mobilize the enthusiasm of farmers,give full play to the subjectivity of poor peasant households,strengthen supervision to ensure the quality of construction;Third,further strengthen the follow-up supporting management of housing renovation,retain relevant information and establish the security mechanism of rural best-selling housing;In addition,it is necessary to improve the rural classification and grading social security system,and use the opportunity of renovation of dilapidated old houses to provide precise support to poor households.Poverty brings more benefits to the masses.
