Research On The Path Of Standardizing The Vocational Development Of Migrant Peasants By Local Government

With the rapid development of market economy,agricultural production factors such as capital,land and labor force in rural areas have been reallocated and dynamic integrated.Standardizing the vocational development of migrant peasants is a necessary condition for cultivating the comprehensive quality of peasants' modernization and improving the rural governance environment.is an inevitable requirement to adapt to the new industrialization,urbanization and agricultural modernization,and is also an important path to solve the problem of agriculture,rural areas and farmers and realize a well-off society in an all-round way.At present,The transfer of rural labor force to cities and towns,secondary and tertiary industries is an inevitable trend of modernization.New rural laborers have a strong desire to leave the rural areas,and the problem of no successors in agriculture is pressing.The migrant peasants who are adapting to market rules and going to cities for farming is an effective choice to solve the problem of "who will plant the land".However,the living environment of the migrant peasants is not optimistic.The local government,as the representative of the public interest,they have the responsibility and obligation to play the main role in promoting the vocational development of migrant peasants and realizing the standardized management of governmental functions.The report of the 19th National Congress of the Communist Party of China puts forward the strategy of rural revitalization,stresses the priority of agricultural and rural development,establishes and improves the system of social integration between urban and rural areas,and speeds up the development of agricultural and rural modernization.Promoting the construction of professional peasants is the human resource basis and guarantee for agricultural modernization.From traditional peasants to modern peasants is not only to meet the needs of modem agricultural development,but also to make a significant change from identity to professionalism for peasants.To regard peasants as a kind of occupation is to make a living from them,to be good at them,and modern peasants are becoming modem agricultural practitioners who love agriculture,master technology and are skilled in management.The professionalism of peasants what we called is to standardize,normalize and institutionalize the professions,that is,to do appropriate work at the right time and place in the right way.From the perspective of career development of migrant peasants,there are still many problems in the management of local governments,and the root of which lies in the imperfection of government management path.Based on the individualized theory of career development,the thrust-pull theory of population migration,governance theory and public choice theory,and drawing lessons from the typical management model of migrant peasants in developed areas at home and abroad,and combining with the actual situation of the regional survey of migrant peasants in Suzhou,this paper makes a concrete understanding of the basic situation of migrant peasants in Suzhou from three dimensions:production and operation,professional development and standardized management;analyses the function orientation and important role of the Suzhou government in regulating the career development of migrant peasants,finds some problems and reasons of the local government in regulating migrant peasants,and puts forward pertinent suggestions from the reshaping of government functions,system innovation,pluralistic co-governance,rights and interests protection,to achieve perfecting the path of vocational development of migrant peasants by local government.
