With the deepening of the concept of building a service-oriented government,the awareness of the public to participate in and discuss politics has been increasing.In this context,various regions in China have opened government service hotlines,which are proposed in different provinces and cities,such as the mayor's hotlines,citizen hotlines,and government affairs hotlines.Generally speaking,the government hotline is a non-emergency public service call system set up by the government and its constituent departments or public enterprises and institutions.The purpose of setting up the hotline is to keep close contact with the masses,promote the government to collect social conditions and public opinions,and provide better public services and policies for the public.In June 2000,kunming city set up 12345 mayor's hotline,and in the nearly two decades of development and continuous improvement of services.The establishment of kunming mayor hotline has brought positive effects for the government to understand the public sentiment and social dynamics,supervise the functional departments of the government to improve work efficiency and work style,safeguard the legal rights of the public,and alleviate social conflicts.However,in the process of concrete operation,there are still many problems,such as the government's insufficient attention,limited investment,weak financial security,supervision and assessment system is not perfect.Papers to public service and communicate with the public and the government purchase of public management theory as the breakthrough point,such as in the other city government hotline to run the comparison reference,on the basis of combining the actual situation of kunming mayor hotline service,mainly studies the problems in the operation of kunming mayor hotline service,and puts forward some countermeasures to improve kunming mayor hotline service quality.The paper consists of five parts.The first part is the introduction,which explains the background and significance of the topic,research content and methods,literature review and theoretical basis.The second part is the main body of the paper,including the kunming mayor hotline service development process and achieved results.The third part is the status quo and characteristic highlights of the operation of the government hotline service in jinan,changsha and nanjing.The fourth part lists the problems in the operation of the mayor's hotline service in kunming through analyzing the reasons,and puts forward the countermeasures to improve the quality of the mayor's hotline service in kunming.The fifth part is the conclusion,which mainly summarizes the research of this paper.
