Research On The Problems And Countermeasures Of Grassroots Social Grid Governance

Comprehensive social governance at the grassroots level is a social governance model with Chinese characteristics.The core of this social governance model is effective solution of social conflicts and provision of substantial social services through the construction of a governance pattern in which multiple subjects cooperate,co-build,co-rule and share,under the leadership of the Communist Party of China(CPC).On the basis of drawing lessons from the experience of urban grid management,since 2005,local grassroots party committees and governments have formed a grid governance mechanism by refining the social governance units at the grassroots level,integrating the resources of multiple governance subjects,and clarifying the rights and responsibilities of governance subjects.Through the innovation of governance pattern and governance technology,community-level social grid governance solves social conflicts and effectively deals with social problems.Taking L street of T city as a case,this paper analyzes the actual efficiency,the governance situation and the realistic dilemma of the grid linkage governance mechanism of the grassroots society,and puts forward the corresponding countermeasures.In 2018,L street implemented a series of social governance reforms.The street strengthened the party building of grassroots to lead the social governance innovation,redrew grassroots community grid and focus on strengthening the governance effectiveness,based on a multiple subject constructing basic-level party organization mechanism of governance,and strengthened management of the grid to evaluate mechanism of perfect,comprehensively improved the disposal ability of complex social problems.Centering on the goals of concept innovation,mechanism innovation and performance innovation,L street has formed a social grid linkage governance mechanism featuring One network,Five unification and One Team in Charge of Law Enforcement.Under the social background of the new age,the transformation and upgrading of economic structure,interests of heterogeneity,people's increasing need and mobile internet technology bring opportunities and challenges.The social governance at the grassroots level should be guided by a more forward-looking concept,consolidate the economic foundation of social governance from a more systematic perspective,and construct a new social governance system in a more intelligent way.In full on the basis of field investigation,case analysis and theoretical research,in this paper,a new era of grassroots social grid governance mechanism innovation,should adhere to the public service idea,strengthen grass-roots party construction,promote the development of collective economy,high quality,build multivariate participation mechanism and social service responsibility mechanism,optimize the management of grid member team,the construction of grass-roots social management service intelligence platform,promote street grassroots social governance mechanism innovation,establish a good social environment for high quality development.
