With the advancements in society and the transformation of the government's functions,social organizations in China have received much publicity over the last few years.Despite their rapid development,some problems have arisen in the meantime,such as the human resource management of social organizations.The dilemma of employees proves to be the greatest obstacle to the evolution of social organizations.The brain drain,the high mobility of employees and the dilemma in retaining employees seemingly have hindered the sustainable development of social organizations,which requires an early resolution.The object of study is the Narcotics Control Association of A Province.The paper studies the high turnover of full-time employees of the association in the past two years,and discusses the responses and countermeasures against the dilemma of retaining employees,in order to promote the transformation and development of associations.The study suggests that the dilemma of retaining employees of associations consists in the high turnover of employees,a lack of post,the employees' low level of specialization,the decrease in working years of employees and the top-heavy team structure.Factors such as personal development,the management and the circumstances of social groups account for the high turnover of employees.The personal reasons include the mismatch between pains and gains,the psychological gap caused by social comparison,the unanswered appeals,the lack of career planning,and the limited self-actualization.The reasons of associations' management mainly include the limitations of the multiple leadership management system and the imperfection of human resource management systems.The reasons of associations' development circumstances include the insufficiency of relevant polices and the employees' low professional identity.Finally,based on the main causes of the dilemma of retaining employees of associations,combined with the Demand Theory and the Social Comparison Theory,and on the basis of the human resource management of social groups,this paper studies the countermeasures against the dilemma of retaining employees,and lists them as follows: A good treatment works.An increase in pay and welfare,a reduction in workload,together with promotion will be of great assistance.Then the dilemma of retaining employees can be resolved by growing sentiments,that is,sharpening theemployees' sense of identity and purpose toward social organizations,placing a high value on the employees and improving mutual communication,as well as enhancing the emotional building among employees.Improvement in social organizations' human resource management systems on salary,training,performance,incentive and so forth can help achieve the purpose of retaining employees.Call for the promulgation of laws and regulations of social organizations that will protect rights and retain employees.Meanwhile,the addition of public credibility in social organizations and the strengthening of positive publicity prove to be very useful.
