The contribution of social organizations in China's economic and social development is increasing.Therefore,the research on private service provision and external service purchase has become an important research direction in China in recent years.Non-governmental non-profit organizations in rural areas in China mainly include community-based rural cooperative economic organizations,rural professional cooperative economic organizations and rural education organizations.These organizations have played an important role in the development of agricultural economies,the paid provision of government services,and the management of rural and urban public services.However,due to the lack of robustness in the existing system of government purchase services,combined with the rural folk non-profit organizations on the standardization of operation and trade also has a great lack of marketization,the non-profit organizations to participate in the government service to buy links in the process of improve the level of earnings and safeguard their own rights and interests,become the main content of rural folk non-profit organization research.This is also a key issue that should be discussed under the background of advocating the construction of new socialist countryside and promoting the establishment and scale development of rural non-governmental non-profit organizations.In view of this,this paper applies research methods such as combining theory with practice,investigation and research method and literature analysis method to study the paid service provision and management of rural non-governmental non-profit organizations in Changchun under the framework of public service theory,market failure theory,good governance theory and multi-center governance theory.Through the introduction of Changchun city rural folk non-profit organizations paid service present situation,from the rural village,rural women's organizations,non-profit cooperatives and other types of rural people of Changchun city were introduced from the aspects such as rural folk non-profit organizations,for the government to buy mode,enterprise cooperation mode,independent supply mode and cooperation mode of Changchun city rural folk non-profit organizations paid service mode,to generalize to Changchun rural folk non-profit organizations paid services research,The market scale,revenue and expenditure,revenue of service subjects,service planning and industrial level of paid service provided by rural non-governmental non-profit organizations in Changchun are summarized by combining structured survey and non-structured interview.Based on the above,summarized the status quo,is lack of effective management mechanism,the paid service of supply and demand of people paid service regulation,rights and interests of rural people to participate in the paid service is difficult to guarantee the paid service and rural people provide low profit is Changchun rural folk non-profit organizations paid services provided by problems.Shall be brought into play the Changchun city government function to coordinate the rural people paid service,perfecting the government regulation of supply and demand to enhance the level of non-market services provide rural people,and establish an effective rural people the rights and interests safeguard mechanism and improve the level of marketization of rural people in Changchun,the organization of management,promote Changchun rural folk non-profit organizations in the paid services to provide improve profitability,improve the rural people the standardization,industrialization level of the organization.
