Research On The Government Behavior In The Development Of Private Higher Education In Hebei Province

After 40 years of development,private higher education has become an important part of China's higher education.However,compared with public universities,the development of private universities,in addition to relying on their own school running philosophy,school running capacity,and school resources,is more constrained and affected by government support and government policies and behaviors on public service products.How to strengthen the role of government behavior in promoting the development of private education has become an important topic of research in many fields such as public management and administrative management.Through a questionnaire survey and interview methods,a comprehensive survey was conducted on the current development of private higher education in Hebei Province.The development of private higher education in Hebei Province was covered from the aspects of support and funding,guidance,encouragement,evaluation and supervision related to government functions.This article summarizes the government behaviors of Hebei Province.Based on Hebei Province,a comparative research method is used to compare the relationship between the development status of private higher education and government behavior in the four countries or regions of the United States,Britain,Zhejiang,and Shanghai.There are still four problems in the behavior of the Chinese government: policies and regulations need to be improved,policies and financial support are relatively low,preferential policies are not implemented in place,and government administrative intervention is too fine.The current government of Hebei Province should address the issue of private higher education development and resolve Adhere to the status of “helmsman”,give play to the role of the “commander” of the government,rationally allocate relevant resources between private higher education and public higher education,and adopt: changing the role of government and providing service support;increasing financial investment to promote classification Funding;improving market mechanisms,Wide policy measures and regulations,the Hebei provincial government to play an active role in the development of private higher education.Figure 4;Table 12;Reference 60.
