The Promotion Of Public Services In Grass-roots Community From The Persperctive Of Holistic Governance

In the 40 years of reform and opening-up,great changes have taken place in China's political,economic,social and cultural fields.In the post-industrial era,with the application of Internet technology and big data,the community has developed through the system of unit to community,and gradually developed to the direction of smart community.This paper mainly studies the problem of "fragmentation of public services in grassroots communities: form,mechanism and countermeasures".The research is carried out from four aspects: internal integration of community organizations,cooperation among community organizations,goal setting and motivation of governance,and service supply.Based on Hicks' holistic theory and Lin's four dimensions of holistic governance,this paper focuses on the phenomenon of "isolated island" of public services,the dilemma of coordination among community governance organizations caused by fragmentation.The dislocation of community governance objectives,the lag of community public service supply and other specific issues,through the integrated governance means,enhance the community value identity,build the community's maximum common interest.Through literature research,observation,investigation and other research methods,combined with the Songjiang X community(large-scale import community)and Y community(large-scale demolition and resettlement community)two levels of grass-roots public service construction case visits and analysis,study the community governance fragmentation dilemma and its mechanism.Through the study,this paper puts forward the integrated governance strategy : establishing new organizational culture,information management and personnel training methods to form a new organizational form to enhance the integration of the internal dimensions of community governance;establishing shared leadership,bundled budget,collaborative structure,and so on Form a new way of sharing work of inter-organizational cooperation to enhance the coordination of external dimensions of community governance;form a new power and responsibility orientation and incentive mechanism by establishing a performance system with people's satisfaction as the core indicator,and enhance the external dimensions of community governance;establish a new public service supply system,and then form a new public service delivery system.Public service sharing supply mode promotes the lower level of community governance.Breaking the small problems in community building.
