In the environment of building a "service-oriented government",as the forefront position of serving citizens,the government affairs window is an important part for citizens to directly feel the construction of "service-oriented government" and test the quality of public service supply.The construction of government affairs window will directly affect the image of the party and the government in citizens' mind.Therefore,how to build grass-roots government affairs window and further improve the service quality of the government affairs window has become an important issue in China's reform and development.At present,there are still some problems in the government affairs window,such as unreasonable service time,low integration of business,long service time,complex process,far location,and so on,which need to be solved urgently.In the practice of improving the service quality of government affairs window,Dujiangyan City has strengthened the service foundation,innovated the service mode,carried out "Delay Service","One-window Service" and built an equal and convenient service system,which has effectively solved the outstanding problems reflected by the public and won the unanimous praise from all walks of life.Its practical experience,especially the exploration,construction and implementation of new service mode can provide good model and scientific reference for other departments and regions to improve the service quality of government affairs window.Based on this,this paper chooses the Improvement of Service Quality of Government Affairs Window in Dujiangyan as a case study.This paper selects methods of literature research,case study and interview,through the way of data collection and on-the-spot investigation,writes the construction of Dujiangyan government affairs window,as well as the Implementation of "Delay Service","One-window Service" and the building of an equal and convenient service system;Based on the theory of The New Public Service and Service-oriented Government,this paper constructs an analysis framework,and makes a thorough analysis from three aspects of "Convenience oriented","Efficiency oriented" and "Fairness oriented",sums up the important significance,main practices and successful experience,and obtains three important enlightenments to improve the service quality of the government affairs window: Taking convenience for the people as the premise to construct the service mode of government affairs window.Taking efficiency as the key to ensure the effectiveness of government affairs window service.Taking fairness as the foundation of promoting the equalization of government affairs window.In addition,the paper also makes an expanding thinking,summarizes the new challenges faced by Dujiangyan government affairs window service quality in further improvement,and puts forward targeted reform suggestions.I hope this paper can really provide ideas and reference for other departments and regions to improve the service quality of government affairs window.
