With the continuous improvement of the level of urbanization in China,people have stricter requirements for urban management and government services.The traditional way of government service hotline can not meet the current needs.It is particularly important to improve the efficiency of government service in every link of fine government service hotline.At present,the research on the government hotline mainly focuses on the innovation of communication technology and the cultivation of the comprehensive quality of telephone operators,while the research on the structure system of the hotline itself is relatively few.Based on scientific management theory and methods,this paper analyses the construction status of the government service hotline in J Province,and proposes to use the refined management theory to guide the operation of the government service hotline,in order to promote the development of regional government service hotline and improve the quality of government service.On the basis of defining the connotation of government service hotline,this paper analyses the current situation of government service hotline in J province.Although some achievements have been made in the construction of government service hotline in J province in recent years,there are still some problems,such as inconsistent standards of system management,inconsistent work of regional departments and insufficient development of platform informatization.Fine management is based on scientific management,aiming at improving work efficiency,requiring departments to work in a standardized and standardized way.Guiding government affairs with the concept of fine management is an inevitable choice to improve the government's ruling ability and efficiency.Based on the concept and characteristics of refined management,this paper puts forward a refined management method system by comparing the project construction,operation management and characteristics and objectives of refined management of the government service hotline system,and guides the specific application.Through theoretical research and practical demonstration,the problems of the government service hotline in J Province are analyzed and explained.Decide to take the four dimensions of hotline integration,business process,personnel service level and operation system as the research object,export the implementation plan and carry on.With the continuous application of the concept of fine management and related technical methods in the process of project operation,the construction goal of the government service hotline system in J Province has been gradually realized.This paper is a practical application of fine management in government hotline service system project.The research and empirical process can provide some reference for the construction of the same type of government hotline service system project,and has certain theoretical research and practical guiding significance.
