Performance evaluation management is an indispensable link in the process of government administration.It plays an important role in measuring government performance,improving the ability of government administration,and feeding back the deficiencies and problems in the process of government administration.With the deepening of our country's administrative management system and the deepening of the construction of service-oriented government,the relationship between the government and the public has been further improved.As a way of performance evaluation,the third-party evaluation mechanism has been gradually applied,which has become an important form of government performance management and evaluation.It is also an important way to carry out policy tracking and effectiveness,and to strengthen trust between the government and the public.Improving public relations plays an important role.Third-party evaluation,with its independent identit y from the third party of the subject and object of performance evaluation,constructs a communication bridge between the government and the public,scientifically guides public service objects to evaluate government performance,which embodies many advantages in performance evaluation.Although the evaluation model has made some achievements in the process of government performance evaluation in China,due to the existing problems and limitations of the basic national conditions,practical problems and contradictions,and insufficient application experience,as well as the lack of institutional support for third-party evaluation,the unbalanced development of various evaluation implementation subjects,coupled with the lack of effective communication and interaction between the society,has led to the lack of effective evaluation.There are many drawbacks in third-party evaluation.At present,there are some problems in the third-party performance evaluation of our government,such as the limitation of the development of the evaluation subject,the overemphasis on explicit performance,the one-sidedness of the value orientation of performance evaluation,and the need to improve the technical means and methods of evaluation.There are internal and external reasons for these problems.The internal reasons lie in the imperfect development of evaluation institutions and insufficient use of evalua tion results in the implementation of third-party evaluation.The external reasons lie in the non-standard guarantee of system and regulations,the lack of effective supervisio n and restraint to third-party institutions,and the insufficient support of soc ial public opinion environment.On the basis of drawing lessons from and referring to the performance evaluation of foreign governments,we should improve the legal and institutional settings,clarify and standardize the evaluation procedures,strengthen t he guarantee of internal and external conditions,and strengthen the application o f evaluation results.
