The improvement of the living conditions of the elderly poor households in rural areas is the "hard bone" in China's poverty alleviation work.In 2013,the country proposed a targeted poverty alleviation strategy,targeting poverty alleviation to "households",and proposed a poverty alleviation standard of "two worry-free,three guarantees,and stable income",which is intended to improve the accuracy of our poverty alleviation resources and effectively improve poverty The life dilemma of the population.The improvement of the living conditions of elderly poor households in rural areas has also become a top priority in our poverty alleviation work.In the practice of poverty alleviation,some rural elderly poor households,after "getting rid of poverty and removing their hats",have their children form a lack of support for the elderly due to family disputes with their children.The “actually poor households” who have not improved their living conditions.This paper selects the poor villages in the national poverty-stricken counties as field points.Through structured interviews,participatory observations,and document retrieval,etc.,relevant cases in poverty alleviation practice are described and analyzed.Through the study of the cultural and social mechanisms formed by the rural dilemma of the elderly who have been lifted out of poverty,it is found that under the influence of the "household" concept and the "acquaintance society" attribute inherent in the rural society,the government-led relationship mediation and social underpinning policies have failed.At the same time,under the pressure-type administrative system,the poverty alleviation tasks of the grassroots poverty alleviation personnel are "overweighted" and "time-reduced",and the grassroots poverty alleviation personnel as a "rational person" face the cost-benefit of the "precision" of poverty alleviation Analysis,to a certain extent,choose a "self-protection" action strategy,simply follow the "per-household" protection in the poverty alleviation requirements,and ignore the strategic essence of "guarantee to people,help the poor" This has made grassroots poverty-relief personnel neglect the actual needs of poor households and the uniqueness of the subject,and to a certain extent led to the implementation of targeted poverty alleviation policies greatly reduced.Therefore,in the implementation of the next rural revitalization strategy and the strategy of building a well-off society in an all-round way,it is necessary to strengthen the attention to the life world and individuality of policyaffected groups,strengthen the protection of the autonomy of grassroots executives,and improve the corresponding fault-tolerance trial and error The mechanism effectively stimulates the enthusiasm of cadres for reform and innovation,thereby providing an important institutional guarantee for comprehensively deepening reform and winning a well-off society.Finally,this article discusses and considers whether the poverty reduction policy should be targeted to the household or the people,and analyzes the original intention and exit criteria of the targeted poverty reduction strategy.It is believed that the targeted poverty alleviation policy is only a way to make the policy benefit all the poor.The core should be to benefit the poor and meet the poverty needs of the poor as the highest criterion and ultimate goal.The two are methods,methods and strategies.The relationship between the essence.The essence of the targeted poverty alleviation strategy is to "help the poor".Therefore,in our current policy documents and relevant standards for exit assessment,we should put more emphasis on the poverty alleviation thoughts of “poverty alleviation and poverty alleviation” and “accurate to the people”,and let staff at all levels establish the implementation of relevant policies based on the personal needs of the poor.Subconsciously,allow and encourage poverty alleviation units at all levels and localities to adapt to local conditions and set policies according to people,and flexibly carry out personalized poverty reduction work.
