Research On Supporting Policies For The Development Of Ice And Snow Industry In Heilongjiang Province

During the discussion of the Heilongjiang delegation at the fourth session of the 12 th National People's Congress,general secretary President Xi pointed out that the concept of “ice and snow are also mountains of gold and silver”,the upcoming 2022 Beijing winter Olympics and the proposal of“300 million people on ice and snow”have increased people's attention to ice and snow.In recent years,in addition to the development of northeast China with regional advantages,north China and northwest China have also developed the ice and snow industry and established distinctive and advantageous brands suitable for their own development.In addition,the development advantages of traditional ice and snow powers such as the American,French and Japan have aggravated the competitive pressure of the ice and snow industry of Heilongjiang Province.According to the report of the provincial government in 2019,the integrated development of ice and snow tourism industry,sports industry,culture industry,equipment industry and other ice and snow industries in cold regions will promote the ice and snow industry to release huge space and potential for the economic development of Heilongjiang Province.As one of the important tools to speed up the industrial development,support policy plays an important role in promoting the ice and snow industry in Heilongjiang Province to establish new ideas,create new business forms,and construct new models.Therefore,it is of great theoretical and practical significance to study the supporting policies of ice and snow industry in Heilongjiang Province.In view of this,this paper summarizes the basic situation of the development of ice and snow industry in Heilongjiang Province by means of industrial agglomeration theory,new public service theory,incentive regulation theory and new public management.Taking advantage of Eviews7.2 to analyze the correlation between industry revenue and financial revenue and expenditure,so as to illustrate the positive impact of policies on the industry.Expounds the Heilongjiang Province ice industry development present situation and the existing industrial policy,fiscal and taxation policy,financial policy,talent policy and science and technology policy and the effect and to find the problems of policy implementation problems such as not obvious in the process insufficient financial input,incomplete,and too much analysis policy subject,policy,compatibility between weak,lack of effective incentive policy issues such as the causes.In reference to American,France,Japan industrial policy and Liaoning Province,Jilin Province,Beijing industrial policy experience on the basis of summarizing its development experience and combined with its own objective conditions put forward integrated financial input in ice and snow industrial structure,improve the industry structure,implement targeted tax policy,broadening the financial financing channels,the implementation of the integration of production,study and training mode,setting up industry talents incubation base,build technical wisdom ice snow and ice project platform put forward policy Suggestions to improve six aspects,to promote the development of the ice and snow industry competitive advantage.
