| In recent years,the open data movement has continued to advance,and the goal of data openness has gradually shifted from the initial authorization of data resources to improve the quality,availability and reliability of data resources.Metadata is summary data describing various characteristics of data resources,revealing the content,characteristics,functions,and access methods of data resources.And it also plays an important role in selecting and getting access to data resources for data users.Therefore,metadata construction,quality control,etc.,as necessary steps and important units for data opening,have important value in the process of building a government data open platform.This article takes the 13 provincial government data open platforms that have been launched and operated effectively in China as the research object,and analyzes the metadata quality of the current provincial government data open platforms in China.First,by consulting relevant domestic and foreign literature and empirical investigations,the paper summarizes the metadata quality assessment methods and models that have been produced,and reveals the current status of data opening,the establishment of metadata specifications and metadata construction in China.Secondly,this paper selects mainstream metadata standards compiled and published by domestic and foreign government agencies and relevant international organizations,and establishes a mapping relationship between them and the DCAT vocabulary,which is used as the basis of determination of the secondary indicators of the quality evaluation index system.Furthermore,based on the original evaluation model,this article constructs a provincial government data open platform metadata quality evaluation index system consisting of three basic dimensions of existence,consistency and openness,as well as 13 first-level indicators such as accessibility and discoverability.In order to further quantify the first-level indicators of the quality evaluation index system,this paper selects metadata elements with a high recommendation as the secondary index of the provincial government data open platform metadata quality evaluation index system on the basis of the mapping relationship,and builds a scoring system.Finally,based on Analytic hierarchy process,it calculates the AHP weights of index elements at all levels and scheme layers(13 provincial government data open platforms),and performs weight ranking.The evaluation results show that China has made great progress in data opening at this stage,but there are still problems such as low data platform completion rates,inadequate metadata standard construction,and incomplete platform metadata elements.And relevant departments can improve the metadata quality of the data open platform through measures such as strengthening the construction of metadata standards and specifications,improving feedback metadata and rights management metadata. |
