Research On The Combination Of Medical Care And Support For The Aged In Tianjin And Fiscal And Tax Support Policies

Today,China's aging rate is increasing,the elderly population is increasing rapidly,and the population structure is accelerating.China has entered the position of an aging country.At the same time,due to the continued decline of the family population and the weakening of traditional functions offered to the elderly,the elderly are increasingly diversifying their services for the elderly,with higher levels of demand for healthcare services.For this reason,Japan needs to actively develop a service mode in the old age that combines medical care and nursing care.However,in our current social practice,there are various obstacles in the effective combination of medical resources and old-aged resources,and it has become a point of attention in the areas of research and practice.From the current research situation,the study of medical bonds is mainly focused on practical models,references to local development experiences,and operability of medical binding,but there is still no connection from the perspective of finance.The development of medical unions requires a certain amount of financial security,and the funding comes mainly from the government.Therefore,the property tax policy has an important role in the development of the medical union.The text,through the analysis of the development of medical bonds in Tianjin City,goods tax policies and dilemmas,was used as a stepping stone to support ing the goods tax policy in related proposals.Therefore,when the research was developed deeply by connecting medical care and the aging service,the text stepped into the foot based on the property tax policy.First of all,this paper systematically expounds the research background of the combination of medical care and maintenance and analyzes the current research situation of the combination of medical care and maintenance in our country by using the literature analysis method,defines the concept of the combination of medical care and maintenance from the perspective of old-age service,and introduces and analyzes the mechanism and mode of fiscal and tax support policies.Secondly,during the actual investigation of Tianjin,the policies issued by the government were systematically sorted out,and at the system level,the promotion of the combination of medical care and maintenance was comprehensively and systematically analyzed.during the investigation of the promotion of the policy practice,in-depth interviews were conducted from the combination of institutional medical care and maintenance,the combination of community medical care and maintenance,and the medical service received by the elderly at home themselves,so as to understand the development of the combination of medical care and maintenance inTianjin.Based on the support of Tianjin municipal government,especially the fiscal and tax support policies,this paper summarizes the development dilemma of the combination of medical care and support in Tianjin,namely,blind financial support,low degree of contract between subjects,single purchase of funds,imperfect market competition and competition mechanism,difficulty of tax incentives to play the role of capital guidance,and insufficient attention paid by direct financial investment to the training of senior professionals.Finally,combined with the typical cases in typical areas in China-the overall situation of the development of the integration of medical care and maintenance in Qingdao and the implementation effect of fiscal and tax support policies,This paper summarizes five ways for Qingdao to develop the combination of medical care and support by strengthening policy creation,encouraging the development of pension institutions to combine medical care and support,developing multi-mode medical care and support institutions to improve the service level of pension institutions,coordinating medical care and support resources to broaden the service function of community home care,establishing a long-term medical care insurance system to achieve win-win results in many aspects,creating a good policy environment and continuously improving the level of medical care and support combination.Based on the development situation of Tianjin's medical care and support combination,Suggestions for improvement of fiscal and tax support policies are put forward,i.e.setting up a special budget system for Tianjin municipal government to purchase public services,giving full play to the favorable role of financial support in the establishment of the evaluation mechanism,increasing investment to improve the medical and nursing combination service system,implementing tax concessions and financial support for the medical and nursing combination mechanism,increasing fiscal and tax policy incentives,promoting pension institutions to improve the quality of care,and increasing investment in the training of employees in the pension service industry.
