Shanghai is the leader of China's reform and opening-up and economic development,and is one of the most developed regions in China.Compared with the whole country,Shanghai's urban poverty problem appears early,study ingests the problem of Shanghai's urban low-security group,and seek countermeasures to solve the plight of low-insurance groups,not only for Shanghai itself to develop more effective low-security line standards is of great significance,but also for the whole country has realistic reference value.As the most critical institutional arrangement in the social assistance system,the poverty system is an indispensable part of social development.It determines the bottom line of social development,determines the bottom line of people's livelihood,and determines the coverage of poverty families As well as the level and level of assistance to families with low living standards,it also determines the achievement of a comprehensive well-off goal.This paper attempts to investigate the living conditions and social security status of the low-security population in Shanghai,and analyze sand-constraints and causes in-depth.After a survey of the Shanghai poverty line in the past five years,it was found that the poverty growth rate is declining and the poverty protection expenditure is also declining.Through the analysis of the minimum guarantee standard and the proportion of per-food consumption,the rationality of the minimum guarantee is analyzed,and the comparison between the minimum guarantee standard and the price increase index is used to analyze whether the increase of the minimum guarantee meets the needs of the minimum guarantee staff.According to the results of the questionnaire in this article,most of the people living on the minimum living standard said that the current standard of living allowance cannot meet their basic survival needs.After the analysis of the questionnaire,it was found that the people living on the lowest living standard generally have expenditure poverty.The field information such as "health status","age" and "disability" show that many people with minimum living allowances are poor due to illness,and the minimum living allowances cannot meet the medical expenses.Field information such as “employment status”,“willingness to employment”,“social support” and other fields show that it is difficult for people with minimum living allowances to find employment.Combined with the actual and questionnaires,the subsistence status of subsistence allowances is divided into five aspects: "economic status","health status","social interaction and support","employment status" and "maximum demand".The rationality of the line standard.Then the current low-security line in Shanghai to study the standard,through the other countries to compare the low-insurance line standards,to assess whether the setting of the Shanghai low-insurance line can meet the basic needs of the low-insurance group,and explore the possibility of establishing a reasonable low-security line standard natural growth mechanism,and constantly improve the low-security line standards and social assistance system,committed to giving full play to the common role of many social groups,so that the basic living needs of the urban low-security groups in Shanghai can be better protected and promoted,so that the low-security groups have a better survival and poor living conditions,improve their quality of life,find and develop their own growth points and families,narrow the gap between the urban low-security groups and other social strata to meet their growing spiritual and cultural needs and aspirations,to promote social harmony and Shanghai's economic development to provide a good and stable harmonious factors and environment.
