Research On The Role Of Social Workers In "The Linkage Of Community,Social Organization And Social Worker"

After the reform and opening up in 1978,units transferred various functions and services to communities.The government also put a large number of social management functions return to the society,finally back to the community.With the enlargement of community functions,the diversity of residents' demands,rapid growth of social organizations and the specialization of social work service,it is necessary to change traditional ways of management at the grass-roots level.As a result,a new mode which can unite tripartite power called "the linkage of community,social organization and social worker" appears.In November 2013,the government departments established this new mode in the form of policy for the first time,then cities around the country carried out the practice exploration one after the other.As one of the main parts,social workers play an significant role and give professional support.At the same time,they also encounter kinds of role dilemmas.At present,the research on "the linkage of community,social organization and social worker" is not rich,and the analysis on roles of social workers is rare.Thus,the author uses the case study method and combines internship experience to do this study.The study is based on the "Beautiful Home" social work service project.Through participant observation and interviews with community workers,social workers and members of social organizations,the writer collects lots of first-hand information.The social role theory is adopted as the theoretical framework in this article.Three aspects of role are discussed,including role expectation,practice and dilemma.On this basis,some suggestions are put forward in order to provide reference for related research.This research has some findings.First of all,there are similarities and differences in the role expectations of community residents committees,social workers,social organizations and residents.Their expectations are mainly pragmatic expectations rather than professional expectations.Secondly,Social workers play four roles in the project,including the professional supporter,the main body supporter,the resource linker and the coordinator between subjects.Furthermore,due to internal and external causes,the role of social worker is faced with several dilemmas,such as an insufficient supporting role,a limited resource linked role,a coordinated role,a dynamic role which is hard to grasp,etc.However,the measures taken by social workers are no more than staying at the individual level.Finally,the author comes up with the countermeasures and suggestions from the government level,the linkage level and the social worker level,hoping to not only help social workers get out of these plights,but promote the establishment,development and deepening of this new mode.
