For a long time,the elderly in rural areas of China are prevalent in the phenomenon of "over-aged labor." Many elderly people which should have enjoyed their old age continue to work,in order to leave more material wealth for the next generation,this phenomenon reflects the lack of old-age security for the elderly in rural areas of China.In 2009,the State Council put forward the policy requirements for carrying out the pilot project of" New Rural Social Pension Insurance "(short for NRSPI).The policy was carried out in the rural areas of China,and the national coverage was achieved until the end of 2012.This policy aims to alleviate the above-mentioned "over-aged labor"phenomenon.Based on the data from China Health and Retirement Longitudinal Study(CHARLS)in 2011 and 2013,the regression discontinuity method was used to empirically analyze the impact of the pension income on the labor supply of the rural elderly in China,so as to explore that whether the NRSPI can change the economic behavior of rural elderly people participating in the labor market.The first part of this paper introduces the topic background and research significance,as well as the existing relevant research results,and on this basis I determine the main content and method.The second part explains the basic mechanism of the effect of NRSPI on rural residents'labor supply.The third part is the empirical analysis which employs the Regression Discontinuity Design.The fourth part summarizes the conclusions and gives some suggestions.The results show that the pension income of NRSPI has significantly reduced the labor supply of the elderly,which reduces the average labor time by about 7.5-8.3 hours per week,and the agricultural labor time reduced by about 3.5-5.0 hours per week,the average weekly non-agricultural labor time reduced by about 3.5-5.3 hours.At the same time,the influence of pension income on agricultural labor and non-agricultural labor is different.This paper argues that this is due to the fact that the research object of this paper is the rural household population and that the agricultural labor rigidity is relatively strong.Therefore,this paper suggests that the pension treatment should be gradually and reasonably increased to strengthen the security efforts,while supporting the development of related services such as pension services and health care to further improve the welfare of rural elderly population.
