Research On Youth Amateur Football Club Participating In Campus Football From The Perspective Of Collaborative Governance

On July 22,2015,the Ministry of Education and other six ministries issued the implementation advises on accelerating the development of campus football for the youth,which provides the policy support for social forces taking part in the development of campus football.Sports clubs,enterprises and other social organizations with suitable conditions are encouraged to jointly carry out activities conducive to the development of campus football.In order to study the phenomenon that teenagers amateur football clubs and schools cooperate for participating in campus football in Jinan City,through visiting ten relevant teenagers amateur football clubs and schools in Jinan,using the methods of documentation,interview,questionnaire survey and case analysis,the motivation and association of Jinan youth amateur football clubs and schools cooperating for participating in campus football are studied.The overall situation of cooperation and participation in campus football,the existing mode of cooperation between the two sides and the difficulties arising in the process of cooperation are discussed.Finally,based on the perspective of collaborative governance,the following conclusions are drawn from the consideration of the path of youth amateur football clubs participating in the development of campus football in Jinan City.1.The common motivation of cooperation between schools and amateur youth football clubs is to develop campus football,improve their own popularity and influence.The main motivation of the school is to respond to the policy and make up for the shortage of professional football teachers.The main motivation of the cooperation between the youth amateur football clubs and the schools is to obtain the resources of students and venues,so as to achieve the goal of expanding resources and reducing expenditure in operation.2.There are a lot of amateur youth football clubs in Jinan cooperating with schools,which locate in large areas.Some clubs cooperate with many schools across regions.3.Training,competitions,physical education classes,jersey title sponsorship and purchase of sports equipment,campus football activities and public welfare activities are the main ways for young amateur football clubs to participate in campus football.4.Young amateur football clubs take advantage of their own teaching skills,organizational ability of the competition,combined with the school venues,students,etc.,to form a new system model of school + sports clubs in order to achieve benefit synergy,which is the man mode of youth amateur football clubs and school co-governance.5.Young amateur football clubs are facing three main problems: imperfect current system,difficulties in survival,and the lack of the function of campus football to cultivate morality and cultivate people.6.The participation of young amateur football clubs in campus football management should be carried out by multiple entities,establishing a complete system such as a quasi-access system,clear roles and functions,and mutual evaluation mechanisms;At the same time,a reasonable benefit-sharing mechanism should be established to achieve the goal of mutually beneficial coexistence,going on to sharing resources with each other to maximize the benefits to meet their own needs to serve and develop campus football;Collaborative governance must also maximize the function of football in the campus,and professional football talents and physical education teachers need to complement each other to achieve a true combination of sports and education;Finally,as time passed,the accumulation of experience and the deepening of development needs,the coordinated governance of both parties may go deeper.
