In order to solve the problem of public goods supply caused by government and market failure,non-governmental organizations(NGOs),as a new form of organization besides government and market,have begun to emerge worldwide and participate in solving the problem of public goods supply.Nowadays,with the continuous development of economic globalization,the economy,politics and culture of the whole world are rapidly interconnected.At the same time,terrorism,food security,environmental protection and other global issues have also emerged.Solving global problems requires the cooperation of global governments and the participation of non-governmental organizations representing civil society.The total number of non-governmental organizations in China has increased rapidly in recent years,compared with the slow development of non-governmental organizations involved in international project construction.The main areas of activities abroad are poverty alleviation,medical treatment,education,training and humanitarian assistance.Now,with the proposal of the national and regional plans,the internationalization of NGOs is facing important opportunities.NGOs represent the power of civil society and the practitioners of spreading values among different civilizations.Non-governmental organizations(NGOs)represent a country's international influence and voice in international activities,and are an important part of a country's public diplomacy.Since the reform and opening up,especially since the 1990 s,the number of non-governmental organizations in China has increased substantially,and they have been active in various fields of society.In the context of globalization,along with the strategy of "going out" of Chinese enterprises,the participation of Chinese NGOs in international affairs has gradually increased,which can maintain the national image overseas and help Chinese enterprises with "going out" to build a sense of social responsibility.In recent years,the scope of Chinese NGOs' participation in international affairs has also changed from emergency humanitarian assistance to poverty alleviation,education and human resources training.As the continent with the largest number of developing countries in the world,Africa is the main activity area of global NGOs,and also the "test ground" for NGOs from China,the largest developing country,to go out.Firstly,this paper defines the concept of internationalization of non-governmental organizations and non-governmental organizations by analyzing the relevant literature at home and abroad.Combining with the relevant theoretical framework of government failure theory,civil society theory and public governance theory,this paper summarizes and combs the current situation and problems faced by Chinese NGOs in the process of internationalization.Through SWOT analysis of Chinese NGOs' activities in Africa,this paper makes a detailed analysis of the advantages,disadvantages,opportunities and threats of Chinese NGOs' development in Africa.The relevant strategies for its development in Africa are put forward.Finally,this paper argues that in order to improve the internationalization level of Chinese NGOs,it is necessary to build a concise registration management system,implement government purchasing services for NGOs,improve the relevant coordination mechanism of government departments,and NGOs themselves need to formulate medium and long-term talent strategy,strengthen the construction of overseas public relations,and improve the ability of overseas project management.
