Research On The Reform Of Statistical Management System

Under the economic transition and social transformation,the demand for statistical information from all walks of life continues to rise,the demand for statistical work is becoming more and more strict,China's current statistical system has been unable to adapt to the new normal economic and social diversification,informationization,integration,statistical management system urgent need reform,academic research is also urgent.Based on the theory of public organization,the theory of organizational change and the theory of the government of entrepreneurs,this paper analyzes the background,content,development,advantages and shortcomings of China's statistical management system in different historical periods,and thinks that the current statistical management system is constantly improving,reform is advancing continuously,but compared with the high-quality development of national economy and the needs of all sectors of society,it still lags behind.Combined with theory and empirical analysis,taking T-city as an example,we can explore the existing problems and reasons of current statistical management system from the perspective of statistical rule of law,statistical institutions,statistical basic foundation,and statistical survey.Draw lessons from the mature experience of statistical management system of foreign "highly centralized","professional concentration,local dispersion","professional dispersion,local concentration","professional dispersion,local dispersion" in the aspects of statistical laws and regulations perfection,the independence of statistical organizations,the scientificization of statistical investigation,the strictness of statistical illegal punishment,and the systematic control of statistical control by data quality.Combined with the current situation of T-city statistical management system,the feasibility and operational reform proposals are put forward.In order to further improve the statistical system and optimize the function,we should establish a system of statistical law enforcement supervision that is horizontal to the side,vertical to the end,full coverage,normalization,systematization and targeted;establish a statistical investigation system that adapts to the new situation and characteristics of economic and social development,meets the statistical requirements of new technology and new industry,and takes sampling investigation as the main body;establish a system of statistical talents at the grass-roots level with professional title evaluation and honor praise inclined to the grass-roots level;establish a government statistical system of "professional decentralization and local concentration";establish a big data sharing mechanism of interconnection and real-time intelligence.By deepening the reform of the statistical management system,giving full play to the information,consultation and supervision functions of statistics in economic and social development,it will provide strong statistical support for government decision-making,enterprise management and scholars' research,and provide a solid statistical guarantee for the high-quality development of the economy and society.
