Since the Ministry of Civil Affairs issued the "Guiding Opinions on Promoti ng the Evaluation of Civil Organizations" in 2007,the Party Central Committee and local governments have successively promulgated a series of guidelines for t he evaluation of social organizations and the evaluation of government purchase of social services,the importance of strengthening social service supervision,enh ancing organizational credibility,and promoting innovation in social governance was clarified by the third party evaluation.At the same time,the introduction of a third-party assessment of the government's purchase of public sports services was an effective lever to guarantee the performance and legality of public sports services.Research Objects and Methods:This article takes The third-party evalu ation of the government's purchase of public sports services was research object,and uses the literature data method,comparative analysis method,interview met hod,case analysis method,logic analysis method and other research methods to the connotation of third-party assessment of sports social organizations.And the characteristics,development context,undertaking the classification of public sports service evaluation mechanisms and the implementation difficulties of third-party evaluation are explained.The leading factors which promote the importance of thi rd-party evaluation of government purchases of public sports services were analye d,the role and effectiveness of third-party evaluations in the process of governm ent purchases of public sports services was explored,and the current top-level de sign of third-party evaluation Obstacles and the reasons for their own developme nt were sort out through regional inspections and case collections,.At the same time,with the help of collaborative governance theory,a theoretical analysis fra mework and a practical path for third-party evaluation organizations of social org anizations to undertake public sports service evaluation were provied.the benign development strategy of third-party evaluation was further summarized,with a vi ew to establishing a benign interaction between the government,social organizati ons,and the public,and innovating a long-term mechanism for collaborative gov ernance of third-party evaluation.The study found that the existence of third-party assessments had positive effects on the positive interaction and development of the government,sports social organizations,and the public,but there were also many difficulties and obstacles in the development.Not only must we faced the situation of the role of the assessor when the government performed the assessm ent and the dilemma must faced the public's doubts about the third-party evaluati on process and the validity of the evaluation results.How to integrate the help a nd support provided by legitimacy building,professional improvement,and the a pplication of evaluation results into third-party evaluation was particularly urgent.Analysis conclusion:1.By sorting out the evaluation situation of sports social organizations in China,we can clarify the change process of third-party evaluation in different periods.Analyze the division of responsibilities of the evaluation subject in the third-party evaluation of the government's purchase of public sports services,and clarify the.responsibility boundaries of the government,organizations and the public in participating in the evaluation of the supply of public sports services.2.By analyzing the classification of the government's purchase mechanism for public sports services,the evaluation mechanism of "different evaluation subjects"including government officials' participation,university field experts' participation,and social organization evaluation agencies' participation is proposed;"different evaluation methods" of government-directed targeted purchase evaluation,Organize evaluation mechanisms with different characteristics such as open competition evaluation,voluntary participation by the public,and early,middle,and later evaluations of"different evaluation stages."3.by summarizing the internal logic of third-party evaluation practice,the internal responsibility of relevant evaluation subjects is divided,and the three major modules of direction guidance,collaborative integration,and information disclosure are used to determine the choice of third-party evaluation mechanism.In the field of public sports services,the government,organizations,and the public Jointly promote a third-party assessment mechanism.4.it is proposed that a social organization evaluation agency specializing in third-party evaluation establishes the government as the core of the "government+sports industry expert","government+banker",and "government+ citizen" before and after the social organization.Third-party evaluation system for meta-cooperative evaluation.At the same time,multiple survey and evaluation methods and the coordinated support of the legal system construction were introduced to comprehensively guarantee citizens' enjoyment of the maximum benefits of sports social organizations to undertake public sports services.5.Based on the integration of research and induction with the third-party evaluation mechanism,it is clear that the responsibility boundary of the third-party evaluation of the government's purchase of public sports services;consolidates the basis for the third-party evaluation agency to evaluate the organization's supervision and evaluation;and emphasizes the standardization of the third-party evaluation development process;Improve the third-party evaluation mechanism to ensure the reasonable and efficient implementation of the system;improve legislation,ensure the implementation direction of third-party evaluation agencies and other effective suggestions to help the development of third-party evaluation of public sports services.6.strengthen the information construction of the third-party evaluation of public sports services,and establish the "public service information disclosure system" by administrative means,which is open and transparent to the preliminary planning,bidding and bidding processes and organizational implementation involved in the purchase process of public sports services.Relevant government departments,media forces,and mass forces have combined to establish a monitoring and evaluation website that connects the three,to ensure that the purchase behavior of public sports services and the process of undertaking sports social organizations are open and transparent,and the channels are unobstructed.
