In recent years, tilt photogrammetry technology is gradually emerging, promoting the construction and development of the digital earth and the intelligent city, which provided the three-dimensional model of real scene for municipal Planning, infrastructure projects, disaster relief and disaster relief, new energy development. With the increasing application of the tilt photogrammetry, the demand for the measuring accuracy and visual effect of the three-dimensional model of real scene is also increasingly demanding. However, limited to today's equipment performance and data processing methods, the basic automation process can not effectively improve the quality of the final results. This article focuses on the development of tilt photogrammetry and attempts to find a way to optimize the quality of the three-dimensional model. There is no doubt that digging the potential of image data is very valuable. After studying the process of 3D modeling, the image quality assessment was established, which based on evaluation of computer vision, human vision and modeling software. It provides a reference standard for the optimization of image data acquisition and preprocessing. In image acquisition, combined with the actual project experience, five schemes were proposed, including building suitable platform for the air, setting reasonable camera parameters, planning precise air routes and monitoring the prejudged atmosphere. In image preprocessing, five schemes were proposed, including camera calibration, uniform light homogenization based on EXIF information, histogram equalization, global sharpness correction, oblique image de-fogging,water surface comprehensive restoration. Finally, the test proves that the optimization scheme does improve the measurement accuracy and visual effect of the three-dimensional model.
