In 2016,our government put forward the general goal of ensuring the red line of 1.546 billion mu of cultivated land,ensuring the stability of the current cultivated land area,and completing the protection of the quantity and quality of cultivated land.After the Nineteenth National Congress,the CPC Central Committee and the State Council re-examined this goal,and at the same time put forward new requirements for this goal.Chairman Xi chaired the Central Economic Work Conference,which made it clear that the most stringent cultivated land guarantee mechanism should never be retreated,and pointed out that the cultivated land protection work should follow the development strategy of "dominance and supplement,quantity and quality are equally important".The improvement project is the most effective way to ensure the quantity of cultivated land and improve the quality of cultivated land.In this paper,the dry land and irrigated map patches are extracted from the current land use map as evaluation objects,and the potential of upgrading and transformation in the county is estimated based on the spatial overlay analysis of GIS.By systematically collecting the data of natural resources,land use,agricultural land classification,etc.,the evaluation index factors are inverted,the weights are determined,the evaluation index system is established,and the evaluation model is established to complete the upgrading and transformation of Lianghe County.Construction suitability evaluation.The main conclusions of this paper are as follows:(1)Potential calculation of upgrading and transformationBased on GIS spatial overlay analysis,the potential of upgrading and transformation in Lianghe County was calculated from slope,ecological protection occupation,construction land occupation,conversion of farmland to forestry occupation,land renovation projects implemented and land size.(2)Suitability evaluation of upgrading and transformationAccording to the actual situation of the study area,eight evaluation indicators are selected to determine the weight,and a complete suitability evaluation model of Lianghe County's upgrading and transformation is constructed.Based on the spatial overlay analysis of GIS,the high,medium and low quality reconstruction areas of Lianghe County are 973.18 hectares,1806.45 hectares and503.90 hectares,accounting for 29.64%,55.02% and 15.34% of the total potential area respectively.(3)Comprehensive Benefit Analysis of Typical BlocksBased on the above research results,through the analysis of ecological and social benefits,the comprehensive benefits of upgrading and renovation of typical plots in Lianghe County are carried out from many aspects.For example,estimating the expected grain output,analyzing the ecological benefits of improving quality and improving soil and water loss,and how to reduce productioncosts to implement the most stringent arable land protection system to provide decision-making reference.
