Research On The Status Quo And Countermeasures Of Yunnan Civil Aviation Safety Supervision

Civil aviation is the basic industry of national economy,as well as an important sector of national strategy and public safety.Safety is the lifeblood of civil aviation and the basement of civil aviation survival and development,which embodies the government function in civil aviation industry.Nowadays,civil aviation is just at the high-speed development period in China.According to the proposal of ’two step’ civil aviation construction,China will initially build a civil aviation power by 2020.So that,how to strengthen civil aviation safety supervision,improve efficiency,make sure the safety,and ensure the basic and strategic position in industry,is a major issue in civil aviation supervision sector,which should be solved properly for the promotion of civil aviation power construction.The paper is based on the background of civil aviation reform,to analyze the present situation of Yunnan civil aviation safety supervision via the case of civil aviation in Yunnan.The research mainly adopts the methods of literature review,data analysis,contrastive study and so on,to review the evolution of ICAO,FAA and CAAC in safety supervision,to summarize the characters and developmental situation.At the same time,deeply analyze the present situation of Yunnan civil aviation safety supervision and typical unsafe affairs through contrastive study of passenger throughput volume,unsafe affairs volume,and administrative penalty volume in Yunnan in recent 5 years.On the base of relative public management theories,facing with highly market competition,safety instability,limited resources of safety supervision,to introduce the proposals and recommendations of top-level redesign,strengthening the ’the three basics’ building,playing the role of enterprise security main responsibility,and strengthening the construction of regulatory capacity,for theoretical and practical references of our civil aviation safety supervision.
