The rising level of economic globalization has brought new opportunities for the development of civil aviation,prompting China’s civil aviation industry to develop at a rapid pace and become the second largest civil aviation country in the world.At the same time,the risks and challenges faced by the civil aviation industry have also increased.In order to ensure the safe operation of the civil aviation industry,it is required that civil aviation safety supervision must be carried out efficiently,given that the volume of civil aviation transportation in China has increased significantly while the size of the safety inspection team has remained almost unchanged.This study constructs a model for assessing the effectiveness of civil aviation safety supervision,which is dedicated to reasonably assessing the effectiveness of civil aviation safety supervision,providing theoretical support for improving the effectiveness of civil aviation safety supervision,realizing"assessment for effectiveness",and helping to improve the capacity of civil aviation safety supervision and the level of civil aviation safety.This study firstly analyzes the existing laws and regulations and related research literature on safety supervision effectiveness in civil aviation and other industries,sorts out relevant factors that may affect safety supervision effectiveness,and establishes a civil aviation safety supervision effectiveness assessment index system consisting of 5 dimensions of Safety Status,Development Scale,Supervisory Resources,Supervision and Enforcement and Service Level with 16 secondary indicators combined with expert interviews.Secondly,this study uses hesitant fuzzy 2-tuple linguistic to characterize the unstructured data.Combining the fuzzy theory and Minkowski distance,supplementary proportional hesitant 2-tuple linguistic generalized Minkowski distance(SPH2TLGMink D)and hesitant 2-tuple linguistic generalized Minkowski distance(H2TLGMink D)formulas are constructed.With the constructed distance formulas,the entropy weight method theory and nonlinear programming theory are combined to construct a model for determining the weights of evaluation indexes.At the same time,based on the characteristics of the civil aviation safety supervision effectiveness assessment problem,the Power geometric(PG)operator is used to construct the Proportional hesitant 2-tuple linguistic extended power geometric(PH2TLEPG)and Proportional hesitant 2-tuple linguistic weighting extended power geometric(PH2TLWEPG)operators in combination with Proportional hesitant 2-tuple linguistic term sets(PH2TLTS).Due to this,the expanded operators are used to combine the safety supervision effectiveness assessment index system and the index system weight determination model to comprehensively construct the civil aviation safety supervision effectiveness assessment model.Finally,the constructed assessment model is used to evaluate the level of safety supervision effectiveness of the four supervisory bureaus from Q1 to Q4 in the region for the year 2022(horizontal)and Q1 supervisory bureaus from 2020 to 2022(vertical),taking into account the actual situation of the safety supervision bureaus under the Civil Aviation Region X Administration,and corresponding improvement suggestions are made based on the assessment results.In addition,a sensitivity analysis of the model is conducted using case data to verify the validity and feasibility of the model.From the analysis of the case results,it can be concluded that the assessment of the level of regulatory effectiveness of Q1 to Q4 regulatory bureaus in 2022 is Q1>Q2>Q4>Q3.2020 to2022 Q1 regulatory bureaus have an overall upward trend in the level of safety regulatory effectiveness. |
