Research On The Mechanism And Function Of Environmental Regulations To Guide The Development Of Green Economy

With the rapid development of China’s economy,there are more and more environmental problems.With the further development of the economy and the deepening of industrialization and urbanization,environmental issues have become increasingly prominent.How to achieve a win-win situation of economic growth and environmental protection has become a hot spot in the society.Here,from the perspective of environmental regulation,this paper examines the growth of green economy,and then puts forward optimization proposals for the development of green economy in Shandong Province.These studies can provide necessary theoretical supplements for research on green economic growth.This article takes Shandong Province as the research object.First of all,it analyzes the mechanism of environmental regulation through the five aspects of environmental costs,technological innovation,industrial organization,industrial structure,and international trade to the green and green economy;then,it uses the entropy method and The DEA model to estaminate the intensity of environmental regulation and the efficiency of green economy in Shandong Province.The results show that during the period from 1991 to 2015,the intensity of environmental regulation in Shandong Province as a whole is becoming stronger,and the spatial distribution is the pattern of “the east-west” reduction;although there is a green economy efficiency in Shandong Province,Though the improvement has been made,the overall efficiency is not high,and the development trend of the spatial pattern has evolved from the east to the west and vice versa.At the same time,this paper analyzes the impact of environmental regulation in Shandong Province on the development of green economy based on different paths of action and finds that the implementation of environmental regulation in Shandong Province is based on five intermediate variables that have all contributed to the adjustment of the industrial structure and thus promoted the development of a green economy;The model verifies the impact of environmental regulation in Shandong Province on the efficiency of green economy.The results show that there is an inverted "U"-shaped curve relationship between environmental regulation and the efficiency of green economy in Shandong Province,which shows that the effect of environmental regulation on the efficiency of green economy promote first promotes and then restrains as the increase of the intensity of environmental regulation.Finally,combining the mechanism of environmental regulation in Shandong Province to promote the development of green and green economy,this paper proposes the environmental regulations under the green of Shandong Province Economic development optimization recommendations.In summary,the innovation of this paper includes three aspects: theory,research methods and practice.In the aspect of theory,it analyzed the mechanism of environmental regulation based on intermediate variables for the development of green economy,and breaks through the limitations of traditional economics focusing on increasing economic efficiency.In the aspect of inquiry methods,it explored the impact of environmental regulation in Shandong Province on the development of green economy in a quantitative manner in both time and space.In practice,it has enriched the research on the impact of environmental regulation at the provincial level on the development of green economy.Although this study has conducted relevant analysis on environmental regulation,green economy,and the mechanism of environmental regulation on the green economy,there are still many areas for improvement.The first is to continue to explore the intermediate variables used in environmental regulation for the green economy,and to enrich the mechanism of environmental regulation on the green economy;second is to extend the time for research and analyze the impact of environmental regulations on the development of green economy at different scales from the two dimensions of time and space.
