Research On Government Supervision Of Rural Environmental Pollution In K County

Rural areas in our country are vast and populous,agricultural production,livestock and poultry breeding,and the daily life of farmers will discharge a large amount of pollutants.Moreover,with the continuous acceleration of the rural economic development process,the amount of pollutants discharged from rural areas has also increased significantly.Under such circumstances,the primary problem of construction in new rural is to solve the problem of rural environmental pollution.For a long time,farmers’ awareness of environmental protection is quite scarce.Some scholars pointed out that besides the objective factors of resource endowment and development stage,the causes of the problems in the domestic rural environment are mainly attributed to the inefficiency and absence of the supervision from government.K County in Liaoning Province is a large agricultural county,and the problem of rural environmental pollution is also serious.If effective supervision measures are not taken,it will hinder the grand goal of building a new countryside in Liaoning Province.In this context,this paper takes K County of Liaoning Province as the research object,discusses the government regulation of rural environmental pollution,and it is expected that the research results will be helpful for the new rural construction in Liaoning Province.Firstly,the paper introduces the current situation of rural pollution in K County from three aspects: point source pollution,non-point source pollution and domestic pollution.Then,the status quo of rural environmental supervision in K County is described from three aspects: regulatory institutions,basis and measures.The existing problems and the causes of the problems are summarized and analyzed.In terms of problems,its contents include insufficient supervision and implementation,and inadequate understanding of farmers and cadres.In terms of reasons,its contents include imperfect regulatory laws,insufficient investment,inadequate publicity and guidance,and weak environmental awareness.Secondly,this paper takes the United States,Japan and Brazil as examples to introduce their rural environmental supervision experience and analyze the enlightenment obtained from them.Thirdly,in view of the existing problems,this paper proposes the regulatory countermeasures on the basis of the experience of the United States,Japan and Brazil.The contents mainly include further improving the grid supervision operation mechanism,strengthening the rural environmental supervision,increasing the input of rural environmental supervision,improving the rural pollution disposal capacity,strengthening the publicity and guidance of rural environmental protection and building effective environmental regulatory incentives.The purpose of research on rural environmental supervision in K County of Liaoning Province is to find out the problems and explore the causes through research,so that the effective solution can be put forward to provide reference and guidance for the solution of rural environmental pollution problems.
