The Research On The Government Responsibility Of The Urban And Rural Environmental Pollution Transfer In China

In recent years, the city’s pollution enterprises, obsolete equipment, living garbage, industrial waste such as expanding rural transferred to cities, so that the rural ecological environment pollution is more and more serious. In this regard, the Government as policy-makers should not shirk responsibility. But the problem for a long time not to get attention, also not reflected in the government’s comprehensive decision-making and get effective control, and sometimes the "government failure" problem worse.
