Under the background of increasingly rigid target constraints of economic development and carbon intensity reduction, carbon emission reduction is an important measure to deal with resource and environmental constraints and promote high-quality economic development in the new era.At present,China’s carbon dioxide emissions have ranked the first in the world. The carbon emissions generated by the manufacturing industry account for more than 80% of the total carbon emissions of the country, and the pressure on the manufacturing industry to reduce emissions is increasing. The manufacturing industry is also a gathering area of foreign direct investment(FDI).FDI not only improves the production capacity of China’s manufacturing industry, but also affects the energy efficiency and energy consumption structure through technological progress bias, and then affects the carbon emission level.Facing the challenges of tight constraints on resources and environment, transformation and upgrading of economic growth mode, and improvement of economic development quality,it is of great practical significance and research value to explore the mechanism and effect of FDI and technological progress bias on energy conservation and emission reduction of manufacturing industry. This paper studies the impact of FDI and technological progress bias on manufacturing carbon emissions, mainly from theoretical and empirical aspects.First of all, this paper studies the influence channels of FDI and technology progress bias on manufacturing carbon emissions, and measures and analyzes the technology progress bias index and manufacturing carbon emissions, which lays the foundation for the establishment of the model.Secondly, based on the relevant theoretical research, the quantitative analysis model is established.Thirdly,on the basis of the analysis model, the empirical study of carbon emission reduction in manufacturing industry is carried out,and the overall manufacturing industry, capital intensive industry and labor-intensive industry are measured by panel regression,GMM regression and other measurement methods. Finally,on the basis of comprehensive theoretical analysis and empirical analysis, the paper puts forward reasonable suggestions for carbon emission reduction in China’s manufacturing industry.Through theoretical and empirical analysis, the conclusion of this paper is that FDI technology spillover effect, expanding production scale, increasing energy consumption, promoting carbon dioxide emissions;the interaction of FDI and technology progress bias makes the technology progress biased to capital expand production scale, which has a positive role in promoting carbon emissions, and the technology progress biased to labor saves energy resources and reduces carbon Emissions. Therefore,we need to actively introduce and develop clean production technology, increase policy support for energy-saving technology research and development, comprehensively deepen the reform of energy system and mechanism, reasonably design environmental regulation policies, standardize carbon emission trading market, guide the concept of green and low-carbon consumption in society, and effectively reduce carbon emissions in manufacturing industry.
