Research On The Impact Of Local Fiscal Environmental Protection Expenditures On Environmental Governance

In recent years,China’s soil pollution,water pollution and air pollution problems have become more and more serious,and the ecological environment has been damaged.Not only has it seriously damaged people’s health,but it has also caused negative effects on the country’s economic interests.It is an imminent problem.Therefore,while developing the economy,local governments should also strengthen the control of environmental pollution according to the actual situation.Local fiscal expenditure on environmental protection is the basic guarantee for local governments to improve environmental issues.Expanding the scale of fiscal expenditure and optimizing the structure of fiscal expenditure are important ways to improve the efficiency of environmental governance.The local fiscal expenditure on environmental protection in China has increased from 138.155 billion yuan in 2008 to 587.05 billion yuan in 2018.Local fiscal expenditure on environmental protection has increased by 323.78% in the past decade.This is the focus of this study.This article first describes the current status of environmental pollution in China,the historical evolution of the fiscal system and environmental policies,and the current status of local environmental protection expenditures.Based on this,the relationship between local environmental protection fiscal expenditure and environmental pollution is analyzed.Then,through the establishment of an empirical model,the role of local environmental protection expenditure on environmental governance was explored.As a result,it was found that the reduction in industrial pollution emissions was closely related to the increase in local fiscal expenditure.On the basis of theoretical analysis and empirical analysis,this paper puts forward some policy recommendations in combination with public product theory and fiscal decentralization theory,including establishing a long-term local environmental protection fiscal expenditure mechanism,optimizing the scale and structure of local environmental protection fiscal expenditure,and local environmental governance Equalization of services,environmental protection financial subsidies and tax incentives are combined.
