Research On The Implementation Of The Medical Insurance Policy For Urban And Rural Residents In Taizhou City

Since the implementation of the new medical reform in 2012,the basic medical insurance system has been developing rapidly,but the problem brought by the fragmentation of the medical insurance system is also increasingly prominent.Due to the imbalance of medical and health resources allocation,urbanization process and household registration system,there is a great difference between urban residents' medical insurance and new rural cooperative medical system,and there is a phenomenon of repeated insured or missing insurance in urban and rural residents.This not only increases the financial pressure,but also runs counter to the implementation of the national medical insurance system to a certain extent.Therefore,the integration of urban and rural residents' medical insurance has become one of the key factors to promote the healthy development of the basic medical security system.In 2017,the two systems of urban residents' medical insurance and new rural cooperative medical system were formally merged in Taizhou.A unified basic medical insurance system for urban and rural residents was established,which is two years ahead of the State Council's requirement and one year ahead of the provincial government's request.Medical insurance system for urban and rural residents after the implementation of the policy,the overall stable,and achieved certain results,to a certain extent to solve the urban-rural split caused by treatment is not balanced,policy coordination and management of low efficiency and weak ability to fund the Masonic and other outstanding issues,has been expanding insurance coverage,improve the level of medical treatment,improve the management capacity etc.results.However,policy implementation has also encountered some difficulties and problems:the incentives for participation and payment are limited,the operation pressure of medical insurance fund is large,management is not in place,and public awareness is not high.Based on the social justice theory,the theory of urban and rural areas,policy implementation theory as the theoretical basis and the causes of the problems by using the Smith policy implementation model on the implementation of urban and rural residents in Taizhou medical insurance system policy in the process of concrete analysis,and improve policies,improve execution,improve public participation,and puts forward some corresponding countermeasures for the establishment of perfect the mechanism,to provide help for the realization of the policy target better.The main conclusion is that because of the defects,the policy design implementation of the main responsibility is unknown,the target group,the concept behind the policy environment to form a mutual constraints and interaction,leading to urban and rural residents in Taizhou medical insurance system,policy implementation process has encountered some problems.In order to solve these problems,this paper suggests:one is to establish a unified basic medical insurance system for urban and rural residents,the policy should be scientific and reasonable,to fully embody the fairness and justice of socialism;the two is to speed up the health insurance management institutions function change,innovation,improve service efficiency;the three is to pay attention to the insured the propaganda and guidance,ensure that the insured enjoy the dividends of reform;the four is to pay attention to the construction of internal and external supervision system,improve the medical insurance fund utilization rate,promote the rational allocation of medical resources.I hope this article can provide references for improving the implementation efficiency of urban and rural residents' medical insurance Merger Policy in Taizhou,and provide references for other areas in the province to carry out the policy implementation in the areas where urban and rural residents' health insurance is merged.
