Ⅰ.Research purpose and significance1.Post appointment is the inevitable requirement to fulfill government public health function.In the new era,our government at all levels is required to adhere to the scientific outlook and fully implement the functions of "economic adjustment,market regulation,social management and public service" by the Party and the people.Therefore,the fulfillment of the function of public service and the establishment of a sustainable public service system is precisely a remarkable feature of modern government.The core issue of government management is to improve work performance and promote equalization of basic public services.The public health department of the government is responsible for effectively providing the public health services for the people,making health benefits for the people and achieving the public health benefits.To achieve this goal,we must promote the transformation of the functions of public health departments and establish a government performance evaluation mechanism which conforms to the market economic system.The implementation of post appointment is to give full play to the role of competitive and merit-based "leverage" in the performance evaluation mechanism and improve work efficiency,so as to provide better public health services for the people and realize the grand vision of healthy China at an early date.2.Post appointment is the inevitable requirement to improve the talent evaluation mechanism.Since the 18th National Congress of the Communist Party of China,our strategy of reinvigorating China through human resource development has laid an emphasis on the prominent position of talent evaluation mechanism and promoting the reform of professional title system.General Secretary Xi Jinping also stressed the need to "play the role of the ’baton’of talent evaluation" The Opinions on Deepening the Reform of Professional Title System,which indicated the direction for promoting the reform of the talent evaluation mechanism.As was pointed out in it,we should accelerate the reform of the professional title system,improve the mechanism for evaluating talents,stimulate the vitality of talents and build a strong nation.In terms of the relationship between title evaluation and use,how to deal with the relationship between talent evaluation and appointment and carry out the post appointment of scientific evaluation and competitive selection is one of the core issues of professional title reform.In view of this,post appointment shall base on the post and personnel compatibility to develop the quantitative evaluation index system applicable to different professional systems and post nature in accordance with post responsibility,task completion,performance output,achievement transformation.3.The quantitative evaluation research on the appointment of technical post of disease prevention and control represents a continuation of strengthening the construction of the disease prevention and control system.In 2014,the Chinese Center for Disease Control and Prevention(hereinafter referred to as the CDC)implemented the performance assessment as a pilot unit of performance implementation,playing an effective role of promoting the overall construction of the CDC.It not only established a new compensation distribution system that is guided by the requirements of public health function of the disease prevention and control system(hereinafter referred to as the disease control)system,but also strengthened the construction of weak links to promote and improve disease control work by means of the combined evaluation methods of vertical and horizontal comparison,self-assessment and mutual evaluation.Over the past few years,the performance assessment mechanisms for both levels of unit and the internal organization have been gradually improved.Nonetheless,the performance evaluation of the various positions of CDC has remained not fully integrated or scientific.There exist plenty of problems to be solved in the subsequent work,such as how to evaluate the "performance" of a certain post,how to evaluate the work performance of different individuals at the same position,how to establish scientific evaluation standard and methods to manifest the principle of "merit-based appointment and distribution according to performance".4.The quantitative evaluation research on the appointment of technical post of disease prevention and control is conducive to the theoretical innovation.The theory and method research of the quantitative evaluation of post appointment has always been widely applied in relevant industries.In particular,the research and practice in the field of higher education are more in-depth.In the health industry,the medical field also has accumulated rich practical experience.The practices of post appointment quantitative evaluation in these fields to a certain extent eliminated the disadvantages of the employing mechanism,enhanced the efficiency and output,and optimized the professional and technical personnel team,and also exerted certain incentive effect on the professional and technical personnel.However,a profound and systemic study on how to achieve effective evaluation and appointment in the CDC system has still been lacking.Ⅱ.Materials and MethodsMainly guided by the system theory and the macro-model of health system,the paper adopts a variety of methods such as the system hierarchy analysis principle,qualitative and quantitative multiple demonstration method,and analytic hierarchy process.Following the steps of "building the quantitative evaluation framework for professional technical post appointment of CDC the methodized and rationalized quantitative evaluation framework-system collection of index,performing repeated screening of index,defining and demonstrating the index,determining the weight of index,and establishing index system",the paper develops a set of research ideas,process and methodology fit for the post appointment of technical posts of CDC.The methods of material collection and sorting mainly include literature inductive analysis,expert consultation demonstration,questionnaire,brainstorming,and focus group discussion,etc.The experts participating in the consulting demonstration consist of the core group of experts,namely the members of the leading group that are influential in the field of disease control and have rich management experience,and the business expert group,which are middle-level cadres who have been long engaged in the research of disease control with certain management experience,personnel of directly affiliated institutions engaged in long-term post management research and have some professional knowledge,and professional technical personnel in the disease control post.Ⅲ.Major findings1.The research idea,operation procedure and methodology of establishing quantitative evaluation index system for technical post employment of disease control specialty were formedThe whole process of system is designed with the scientific and recognized method,resulting in the findings with "logic thinking,recognized methods,operable process and assessable results."(1)Systematically grasped the research and practical basis for quantitative evaluation of professional technical post of disease control1)Applying the system theory,system analytical hierarchic theory and macro-model of health system,it constructed the framework of quantitative evaluation system of technical post of the disease control and made it methodized and hierarchical.2)Steps and methods of developing the index system for the appointment of disease control professional technical post.With the methods such as document inductive analysis and expert consultation demonstration,the study performed the comprehensive and systematic index collection under the established quantitative evaluation framework,enumerating a total of more than 200 indexes.It provided comprehensive index category for the quantitative evaluation of DC technical posts appointment.According to the principle of "accurate positioning,strong guidance,adequate demonstration,scientific and reasonable,operable and applicable," the index screening was completed after four rounds of expert consultation,involving over 150 participants.Adopting the method of document inductive analysis and expert consultation demonstration,the study determined the definition framework of evaluation index system,which consists of the definitions and interpretation of quantitative:index,material sources,calculation method,index score,matters needing attention,etc.The Analytic Hierarchy Process(AHP)and expert consultation demonstration were introduced in the study.Every two of the quantitative evaluation categories and evaluation indexes in the project were compared to determine the optimum matrix,confirm the index weight,and then the combination weights of quantitative evaluation index were determined after the consistency inspection,2.Established the quantitative evaluation index system for the professional technical post of disease controlFollowing the research ideas,steps and methods of the quantitative evaluation index system of the professional technical post of the disease control,the development thought and process of the single quantitative evaluation index was determined.Then,multiple demonstrations and analysis were conducted to finally establish the quantitative evaluation index system for the whole professional technical post of disease control,indicating 32 indicators of 10 categories including post conditions,scientific research work,emergency work,scientific research results,education training of the quantitative evaluation of professional technical post of disease control.3.Ensured the operability of quantitative evaluation index system of professional technical post of disease controlAs the study belongs to applied theoretical research,the feasibility and practicability of the research results are the soul of the study.The core question is whether it is of practical guiding significance for the post appointment work of CDC and the construction and improvement of CDC system.As a consequence,in the design of the index system,it emphasized the operability of the original data collection,and in the collection,screening and confirmation of the indicators,the repeated demonstration process of "theory-practice-theory"was adopted.The idea,the steps and the method were clear,and part of the complex calculation process was programmed.Qualitative and quantitative evaluation of the index system and its feasibility was made,followed by repeated rounds of demonstration and verification(The recognition rate of the quantitative evaluation index of post appointment was above 75%),rounds of consultation within the unit(A total of nearly 50 amendments were proposed).All these illustrate that the index system developed by this research institute and its methods are feasible and can effectively guide the practice of quantitative evaluation of professional and technical posts of national disease control organizations.Ⅳ.Innovative points of research1.In terms of methods,the research idea and methodology of scientific and feasible index system have been formed to provide theoretical and scientific basis for in-depth study on how to establish index system.2.From the perspective of operation,it has formed the whole R&D process of the quantitative evaluation index system for the professional and technical post of the CDC,which has a strong guiding significance for the quantitative evaluation of the promotion of post appointment.3.As a result,the index system was established and the theoretical innovation of quantitative evaluation of post employment in the disease control system was realized.
