Research On The Problems And Countermeasures Of The Licensed Pharmacist System In My Country

Purpose:The system of licensed pharmacists in China is implemented in the whole country.The main management documents include <The implementation of the qualification examination for licensed pharmacists>,<The Interim Measures for the registration and management of licensed pharmacists> and <The measures for the management of the continuing education of licensed pharmacists>.It is fully followed the national level of policies and regulations in the implementation of the licensed pharmacist system in liaoning province which enables this article to take liaoning province as an example to put it in practice of pharmacist system in China.Mean while,because the location of liaoning province is in the northeast of China and the medium level of economic development,compared to the more developed eastern regions and the backward western regions,the development level of the pharmaceutical industry in liaoning is also in the middle ranks of the country.Therefore,the investigation of the implementation of the management system of the licensed pharmacists in liaoning province is representative.So,through the method of literature research,interview and questionnaire methods,the author understands the current situation of practicing pharmacist system in liaoning province and analyzes it in this article.It reflects the problems in the process of making and implementing the practice pharmacist system,and puts forward some suggestions and countermeasures to solve practical problems so as to make the practice of pharmacist in China more complete.Materials and methods:1.Reference research:Refering to related domestic research results in database with CNKI,WanFang,Vip and other academical journal database to know the general situation in current academic circle.Meanwhile,with the combination of the study in pharmacist management published paper and publication,work reports,collection of documents,laws and regulations,meeting materials,continuing education for pharmacists in training materials to understand the Chinese licensed pharmacists status.2.Field investigation:The research team was divided into several groups in provincial and county-level medical institutions,pharmaceutical wholesale enterprises,production enterprises and pharmaceutical retail batch-chain enterprises to conduct on-site interviews and investigate the current situation of licensed pharmacists in examination,practice,registration and continuing education.3.Questionnaire:Divide liaoning province into several typical regions,hand out the questionnaire to get a relatively comprehensive and objective data;4.Statistical analysis:It is found that the number of licensed pharmacists in China is extremely few,low-quality and low registered-rate in China by checking the statistical statements of all aspects of access to the State Food and Drug Administration about the pharmacist and looking up in the Internet to download from some other data material,such as a licensed pharmacist in China with the composition,distribution,education majors,licensed pharmacist examination pass-rate and registration-rate and using the method of quantitative analysis in statistics.Besides,it is found that the phenomenon of the pharmacist registration certificate hanging off the job was serious,pharmacists can not effectively perform their duties.Result:Through the investigation and research of each licensed pharmacist field,it exists many problems and common phenomenon,such as the shortage of licensed pharmacists,"hanging licensed card" and other issues which has seriously affected the peoples’ safety and reasonable protection in medication and implementation of the national policy of licensed pharmacist.There are various of reasons for the issues:personal aspect and the unreasonable and imperfect system’s problem.Therefore,in order to keep the reasonable and safe development in medication and the healthy of the pharmaceutical system,the relevant issues of licensed pharmacists must be valued by the state together with the relevant departments and timely effective measurements should also be taken to solve these problems.Conclusion: According to the relevant policy documents such as "National drug safety plan of 13 th Five-Year",the practice pharmacist system needs to be conscientiously carried out from the national and local levels.But the practice pharmacist system still maintain problems in terms of access conditions,qualification examinations and continuing education in the new period,which is not conducive to the quality of the licensed pharmacist team.The promotion of pharmacists can not guarantee the healthy development of licensed pharmacist system.On the basis of the successful experience of developed countries and the systematic analysis of the situation of licensed pharmacists in liaoning Province,the author puts forward some countermeasures to improve the system of licensed pharmacists in China.Firstly,in the "13th Five-Year" period of China should step up the pace in developing "Licensed Pharmacist Law" and to amend the "Drug Administration Law" in equipping with a licensed pharmacist,modifying responsibility and punishment.Meanwhile,explore the pharmacist actively with more practice and measurements for drug retail enterprises classification management policy and improve the pharmacist law the regulation system further is needed;Second,through the local laws and regulations of liaoning province and other government regulations,we should formulate province level policies that meet the requirements of actual conditions.This act plays an effective role in connecting the relevant laws and regulations of the state and improves the legal and statute management system of the licensed pharmacists.Thirdly,at the level of national to enhance pharmacist education access standards.It will be increased up to the undergraduate level and restrict it to apply the major only in pharmacy and cancel our original graduation examination requirement,take the trainee pharmacist qualification system,establish education,professional practice and the unity of the three access system.Fourth,through the reforming of the qualification examination system.It will make it closer to the demand of pharmaceutical professional work.For different positions of the licensed pharmacist qualification exam content to distinguish and refine the additional topics of local characteristics: increase the examination pattern of licensed pharmacists guiding patients consumption scenarios,adjust to 2-3 times the annual examination and extend the examination cycle into 3-4 years.Fifth,the continuing education system carry out distinctive pharmacists from different backgrounds and characteristics of the pharmaceutical industry of liaoning province education courses.Continuing education courses in compulsory and elective form of adjustment,the face-to-face continuing education program development time were adjusted to two times per year or even more to ensure the pharmacist has enough time and the opportunity to participate in continuing education.Sixth,to strengthen the supervision of licensed pharmacists,pharmacists need to improve self-discipline for the purpose of the annual assessment methods for licensed pharmacists in province level and the integrity of the file system is to be set up.By liaoning provincial and municipal licensed pharmacists working table in social pharmacy creation and related public activities held,the nature of pharmacists work and services provided by category known to the public allow liaoning citizens have a deeper comprehension of the licensed pharmacist system.
