Research On The Problems And Countermeasures Of Implementing The Hierarchical Diagnosis And Treatment System In Lucheng District, Wenzhou City

At the 17 th National Congress of the Communist Party of China,"everyone has access to basic medical and health services" as the goal of health work reform and development in the new era.We will focus on the principle of "maintaining the foundation,strengthening the grass-roots level and building the mechanism",and strive to solve the problem of "difficult medical treatment and high medical cost" for the people.With the advancement of medical reform and development,by the end of the 12 th Five Year Plan,the health level of residents has been greatly improved,and the coverage and level of basic medical insurance have been significantly improved.However,with the rapid development of the current social economy,there are many problems such as aging.The existing medical and health service system is not enough to meet the needs of the residents,which brings challenges to the establishment and improvement of the basic medical and health service system,mainly reflected in the unreasonable layout of the current medical service system,the unreasonable quality and distribution of medical resources,and the inability to effectively meet the prevention The need for medical services such as treatment,care and rehabilitation.The third-level hospitals can provide a lot of high-quality medical resources,but it is easy to lead patients to pile up,which brings inconvenience to residents and increases the burden of medical expenses.Therefore,grading diagnosis and treatment has gradually become the focus of China’s health care reform.This study investigates the implementation of hierarchical diagnosis and treatment in Lucheng District of Wenzhou City,understands the key factors that promote and restrict the construction and development of hierarchical diagnosis and treatment system,and puts forward countermeasures and suggestions for the construction of standardized hierarchical diagnosis and treatment system in Lucheng District of Wenzhou City.Through the study of this paper,we can draw the following conclusions:the main problems in the implementation of the graded diagnosis and treatment system in Lucheng District of Wenzhou City include weak grass-roots ability,imperfect referral,tense relationship between doctors and patients,low awareness rate of the graded diagnosis and treatment.In view ofthe above problems,this study puts forward the corresponding measures:strengthen the construction of grass-roots medical institutions,improve the referral system,increase publicity efforts to change the old concept,and build a harmonious doctor-patient relationship,so as to provide theoretical basis for Lucheng District of Wenzhou City in the next step to introduce the implementation of hierarchical diagnosis and treatment system.
