Research On Risk Prevention And Control Strategy Of Wenzhou Urban And Rural Residents Medical Insurance Fund

In 2012,Wenzhou urban and rural residents’ medical insurance policy was issued,and fund security has become a key issue in the operation process.This paper studies the operation data of Wenzhou urban and rural residents’ medical insurance fund in recent years,summarizes the key points in the risk prevention and control work of urban and rural residents’ medical insurance fund by studying the existing literature and interviewing relevant practitioners,explores the basic elements of the stable operation of the urban and rural medical insurance fund and the causes of the risk,and uses SWOT analysis to scientifically and comprehensively examine the risk prevention and control of the fund Based on the theory of risk management,this paper analyzes the internal advantages and disadvantages of Wenzhou urban and rural residents’ medical insurance fund,and analyzes the external opportunities and threats at the present stage.Wenzhou urban and rural residents’ medical insurance fund has internal advantages such as high insurance rate,large proportion of finance,effective reform of payment methods,and also has disadvantages such as the decrease of insured number,the increase of fund expenditure and the weakness of grass-roots forces On the other hand,it is an external environment in which the reform of national medical insurance,the increase of fund supervision,the aging of population,the decline of birth rate,and the frequent occurrence of fraud and deception of insurance,which presents the coexistence of opportunities and threats.Combined with the perspective of comprehensive development,this paper puts forward four kinds of targeted countermeasures,and puts forward the scheme mainly based on S-O strategy,W-O strategy,S-T strategy and w-t strategy,namely,improving the relevant rules and regulations of urban and rural residents’ medical insurance,strengthening fund supervision,etc.,at the same time,promoting the construction of grassroots medical insurance economic institutions and designated medical institutions,scientific and reasonable fund operation calculation and monitoring,and supplemented by Supplementary commercial insurance and drug purchasing policies should be adopted to alleviate the fund expenditure pressure,so as to ensure the balance of income and expenditure of Wenzhou urban and rural residents’ medical insurance fund,stable operation,reasonable control of fund balance,improvement of fund utilization efficiency and prevention of fund risk.
