Research On The Transformation Of Administrative Functions Of Jinan Sub-district Offices

Over the past four decades of reform and opening up,China has made substantial progress in economic and social development.It is becoming increasingly important whether the government can provide a comprehensive and effective public service for the general public.The traditional regulatory regime has no longer adapted to the economic and social development of today.Instead,it should be a new service-oriented government,which has a strong service consciousness,high efficiency and makes the people satisfied.Correspondingly,the administrative function mode of the government should be transformed from the control type to the service type,from the official to the people-oriented type.To establish the concept,system and management mode of the public service government is an important topic to further promote the construction of service-oriented government in the future.The construction of service-oriented government in the level of sub-district office is mainly reflected in the further transformation of its administrative functions.This paper starts from the transformation of administrative functions of sub-district offices.On the basis of previous research,through reading domestic relevant external research materials,and thinking and analyzing the existing administrative hierarchy theory.This paper analyzes the advantages and disadvantages of predecessors and puts forward the significance,innovation points and research methods of this paper.Based on the theoretical basis of the administrative functions of the street office,this paper explains the street office,the administrative function theory and the establishment and function of the street office theory.And further use public management theory and public service theory to explain relevant concepts.Take the practice of the transformation of the function of the sub-district office of Daguanyuan as an example.Analyze the basic situation of the transformation of administrative functions in daily work,the exploration in the process of transformation and the problems encountered.This paper analyzes the causes of the problems and provides the basis for the next step to propose the countermeasures of transforming the administrative function of the street office.In response to the question of the transformation of the administrative functions of the street office discussed,combined with service-oriented government theory and how to improve the service capacity of street offices.Theoretically analyzing the feasible countermeasures of transforming the administrative function of the street office,including five aspects: update the concept to improve the street function positioning,straighten out the internal and external relations of the street office,strengthen the administrative coordination function of street office,to establish a financial security system for the whole street office,to improve the service capacity of street offices.With the rapid economic and social development,the he government must pay attention to transform its administrative functions and improve administrative efficiency.Sub-district office should relocate its administrative functions,strengthen its ability to serve the people,change from management to service type.This paper use theoretical analysis,literature analysis,inductive analysis and Research and analysis of the background,theoretical basis of the transformation of the sub-district office functions,the reality,the problems and the reasons,to better solve how to improving the capacity of street agency service for the people,improve administrative efficiency of the basic administrative units,and provides sufficient evidence theory and practice,is conducive to further promote the street offices around the pace of innovation of social management,to strengthen the construction of grass-roots,is conducive to better serve the broad masses of the people provides a more accurate and efficient public services.
