Research On The Governance Of Cyber Violence From The Perspective Of Collaborative Governance

In today's society,people begin a new journey of life in the tide of globalization and networking.In the network social space,people can easily and conveniently establish a wide range of direct contact with the outside world,and the communication and exchange between each other are becoming increasingly close.A vibrant and dynamic Internet society is growing rapidly.However,in the network society with relatively free modes of behavior and activities,due to the lack of relevant governance systems and management measures,the self-restraint ability of the subject of network social behaviors gradually fades,which leads to the emergence of some network anomie behaviors.For example,this paper studies the problem of network violence.The emergence of network violence not only disturbs the stability of the Internet space,but also brings great negative effects to the real society.After combing the theory of cooperative governance,this paper breaks through the pattern of governance of network social problems by the government,and explores the mode of controlling network violence from the angle of multi-agent cooperative governance.This paper always focuses on the current governance of network violence in China,which is an important practical problem.The research objective is to improve the interactive mechanism between the government and the network media,Internet users and network social organizations,and optimize the governance path of network violence.In this paper,firstly,the related concepts and theoretical basis are elaborated in detail,and the practical path and applicability of the theory of collaborative governance are analyzed,and the theoretical research framework of collaborative governance of network violence is constructed.Secondly,combined with specific cases,the necessity and current situation of current network violence governance are analyzed.In addition,this paper analyzes the difficulties and causes of cyber violence governance in China from the perspective of collaborative governance.Finally,based on the theory of collaborative governance,this paper provides specific ideas on how to improve the governance of network violence from the perspectives of reasonably dividing the main body functions,improving the cooperation mechanism between the main bodies and promoting the benign interaction between the main bodies.The theory of cooperative governance advocates the joint participation of multiple subjects,through the coordination,communication and cooperation of the relationship between the interests of each other,the different roles of each subject can be brought into play,and the contradictions and barriers existing in reality can be eliminated.We can optimize the action ability and resource allocation of the main body and realize the joint action on the basis of resource sharing so as to realize the cooperative governance mechanism of network violence.Based on the problems and deficiencies in the governance of network violence in China,this paper holds that the government plays a key role in guiding the governance of network violence in our country.By formulating relevant laws and regulations,the government standardizes the words and deeds,rights and responsibilities of multiple governance subjects,builds the mutual trust relationship between collaborative governance subjects,and promotes the complementarity of functions between governance subjects.In addition,strengthen the construction of ethics to promote the effectiveness of collaborative governance.When sudden Internet violence causes social imbalance,the government should,on the basis of full understanding of the incident,keenly perceive the changes in the psychological structure of Internet users,actively guide the return of public ethics in Internet violence,actively mobilize the power of multiple governance subjects,and jointly deal with crisis events.
