Research On "Politics And Society Linkage" In Community Governance Innovation

At present,China is in a transitional period.The traditional government administrative measures can't satisfy community needs,the public also want have a new governance model of local government.So,community governance model innovation has been widely concerned.Form this,100 community building laboratories have been set up throughout the country since 1999.At the same time,other cities without experimental zone have begun to explore new community governance models according to their local characteristics.“The interaction among the government,community and social organization ”is one of the innovations made by the grassroots government according to its own practical problems.The interaction among the government,community and social organization has incorporated multiple subjects in the community into the community governance,which has solved the problems of single subject of community governance and over-reliance of the community manage on the government,promoted the transformation of the government from management government to service government,improved the level of community governance,and promoted the harmonious and orderly development of the community.As the largest open block complex in Asia,the management mode of Huaguuoyuan community in Guiyang is very representative and unique.So,this paper makes an on-the-spot investigation of Huaguuoyuan community in Guiyang to understand the current situation of "political-social interaction" in community governance of Huaguuoyuan community.By visiting the staff of Huaguuoyuan community service center,members of neighborhood committee and the employees of the Huaguoyuan city service group used interviews to understand the current situation of community governance in Huaguuoyuan community,and analyzed the path and methods of promoting "political and social interaction" in Huaguuoyuan community.Through investigation,we know that the current governance model of Huaguoyuan community is based on the community party committee as the center,the community service center as the platform,and the participation of all kinds of subjects in the community,so as to encourage community residents' autonomy and pluralistic co-governance.At the same time,we also find that there are some deficiencies in the "political-social interaction" of Huaguoyuan community.For example,in terms of the orientation of the government,the division of work responsibilities between the government and the neighborhood committee is not clear.Although the government wants to make the neighborhood committee "de-administrated" by formulating various policies,the effect is not obvious,and the neighborhood committee still has to undertake a lot of administrative work spontaneously established in the community.Social organizations are in a state of development and do not have enough capacity to participate in community governance;community residents' participation in community governance is not high.Through the analysis of the causes of these problems,this paper puts forward some suggestions to promote the transformation of government from "omnipotent" government to "service-oriented" government.In order to increase the enthusiasm of community inhabitant,promote the development of social organizations,realize the orderly linkage between different subjects in the community,and build a better community governance system.
