Performance Orientation, Dividing Up And Down And Index Governance: Research On Digitalization Of National Governance In Chin

The transformation of politics is the most profound social transformation.China's state governance has undergone some important changes since 1978.One of the important features is the technicalization of state governance.Due to the authority system and the characteristics of modern power operation,China's national governance is more dependent on numericalization than foreign countries,especially Western countries.So how should we explain the phenomenon of numericalization of China's state governance?Through the combing of Foucault's concept of " governmentalite " and the history of modern statistics,we find that the change of social history has changed the logic of political power.Number has become a governance tool because it's clarity and computability fit the basic logic of clarity and control for modem state governance.Therefore,we define the numericalization of state governance as a process in which,in order to improve the efficiency of governance,the process of state governance or the process of determining,assigning,and assessing the actions of national organizations is increasingly dependent on numerical indicators.We also proposed an interpretation framework for numericalization of state govermance that is based on clarity and control as the core logic,generated by perfornance-oriented norms,operating within the institutional framework of the "vertically decentralized authoritarianism" and embodied in the way of governance by indicators.We then elaborate on this interpretation framework.In the post-1978 reforms,performance orientation drives the upgrading of state governance.The pursuit of performance legitimacy brings indicators into national vision.Setting and implement of various performance indicators have become the main theme of moderm Chinese political operation.The governance structure design of the "vertically decentralized authoritarianism" is the basic operational framework of numericalization of state governance.The construction and implementation of numbers are completed within this basic framework.At the same time,the digitalized governance also ensures the stability of this institutional framework.Finally,in order to present our interpretation from the entire process of numericalization:number construction,decomposition,release,assessment and acceptance,we recited the existing research on Beijing PM2.5 governance case to illustrate the specific implementation of numericalization of state governance:governance by indicator.The digitization of state governance is not only the efforts to improve the responsiveness and effectiveness of governance,but also produces a series of problems:deviation and distortion.These problems are rooted in the defects of number as a loading means of information and the Apolitical conceit"promoted by modem technicalism.Given that,how to construct an effective correcting mechanism for the digitization of state governance is a problem to be further studied.
