Research On The Status Quo, Problems And Countermeasures Of Sports Governance In Haiyang City

Campaign-style governance has a long history in our country.Campaign-style governance,which was born under the guidance of campaign-style governance,is a common way of public governance of our government.Whether at the central level or at the provincial,municipal and county levels,campaign-style governance will be used to solve some problems that are difficult to be solved efficiently by conventional governance mode.The purpose of this paper is to provide suggestions for the optimization of grass-roots sports governance through the research of campaign-style governance in Haiyang,so as to improve the efficiency of grass-roots governance.Firstly,this paper defines the object of study,and holds that the campaign-style governance in Haiyang is an activity initiated by the Party and the government to maintain social stability and promote social development by relying on the political power entrusted by the people.Through political mobilization,this activity mobilizes the enthusiasm of the relevant members of society from top to bottom,and centrally promotes and solves livelihood projects,major emergencies and complex social problems related to the interests of the masses.It is a governance process with clear organization,clear purpose and large-scale participation of the masses.This paper introduces western governance theory,principal-agent theory and China's national governance logic to analyze the theoretical basis of the campaign-style governance in Haiyang.Secondly,the paper introduces the current situation of the campaign-style governance in Haiyang.This paper classifies the grassroots sports governance from three aspects: economic construction,cultural construction and people's livelihood guarantee.This paper introduces five characteristics of the campaign-style governance in Haiyang:fixed governance mode;strong authority of governance subject;difficult governance object;high governance efficiency;easy rebound of governance results.Next,the third chapter focuses on the analysis,induction and summary of the problems of the campaign-style governance in Haiyang.This paper focuses on the case study of shantytown reconstruction,and points out that the problems of the campaign-style governance in Haiyang mainly include four aspects: the lack of thinking of "rule of law";the relatively high cost of governance,the lack of governance,and the low satisfaction of the masses.This paper analyzes the causes of Haiyang's movement style: subjectively influenced by the traditional thinking of "rule by man";the current performance appraisal system is unscientific;the governance resources are relatively lacking;and the conventional governance has "governance dead angle".The fourthchapter mainly introduces the "Fengqiao Experience" of Zhuji,Zhejiang Province and the grass-roots governance cases of Xiamen,from which we can get the Enlightenment of optimizing the campaign-style governance in Haiyang.Finally,this paper puts forward countermeasures for the optimization of the campaign-style governance in Haiyang.According to the grand blueprint drawn by the Party Central Committee at the Fourth Plenary Session of the 19 th CPC Central Committee,grass-roots governance has a clear direction of development,that is,to realize the modernization of national governance system and governance capacity,especially the grass-roots sports governance.Specific measures include: strengthening the awareness of democracy and the rule of law,guiding multiple subjects to participate in governance,improving the system and mechanism construction,and applying advanced governance tools.
