After the end of the Cold War,the normalization of Japan-DPRK diplomatic relations was on the agenda.Subject to pressure from the United States and South Korea,Japan has included the North Korean nuclear issue on the negotiation agenda.Since January 1991,Japan and the DPRK have held a total of 13 rounds of negotiations on normalizing diplomatic relations in three phases.Due to the differences between the two sides on the Korean nuclear issue,the "kidnapping issue" and compensation issues,in September 2007,the normalization of Japan-DPRK diplomatic relations negotiations has stalled.Abe's two-term North Korean nuclear policy has gone through a process of "dialogue and pressure" and a "limitary pressure" policy,and finally returned to a "dialogue and pressure" process.Its core policy proposition is to bind the "kidnapping issue" with the North Korean nuclear issue and jointly deal with the situation on the peninsula through trilateral cooperation between Japan,the United States and South Korea.To this end,the Abe government has taken measures to strengthen Japan's deterrent power against the DPRK,take coordinated actions with the United States,and strive for international support.The apparent purpose of Abe's series of policies is to eliminate the North Korean nuclear threat,but in fact it is concealed by speculating on the North Korean nuclear issue to strengthen military strength internally,get rid of the post-war institutional constraints,strengthen the US-Japan alliance externally,and rely on this to fight for Northeast Asia.The purpose of global influence.Subject to the reality of the lack of diplomatic relations between Japan and North Korea,the differences in interests between Japan and the United States,and the intensification of the contradictions between Japan and South Korea,Japan not only was unable to exert effective pressure on North Korea,but has impeded the settlement of the North Korean nuclear issue and the peace process on the Korean Peninsula,thus injecting many destabilizing factors into the situation in northeast Asia.However,at the domestic political level,it has successfully achieved many results such as increasing the support of the cabinet and getting rid of the shackles of the "peaceful constitution." In the foreseeable future,Abe's cabinet will continue the current policy orientation of "dialogue and pressure" and putting pressure first.The Abe government's North Korea nuclear policy has actually become an important part of Japan's “overlooking globe diplomacy.” Its fundamental purpose is to compete for influence in the Asia-Pacific region and the world.However,whether Japan's policy toward the DPRK can make progress and how to change it all depends on the interaction between the US and the DPRK.In recent years,when the US-DPRK relations have failed to undergo a fundamental change,the Abe government's North Korea nuclear policy will still be based on the current situation.
