Preschool education is an important stage for individuals to lay an educational foundation,which is an important part of perfecting the training system and social morality for the whole society,and the healthy development of the preschool education has great significance for China's construction of socialist education.At present,preschool education has become the disability of the people's livelihood in China,especially after the policy of "two children" adopted in national,the contradiction between supply and demand of preschool education is intensified."Difficult" "expensive" and "low quality" of preschool education has become an important problem which is restricting the development of preschool education.As the main body of education cost sharing,the government's financial input also determines the development process of preschool education.This paper takes Dalian city as an example to analyze the basic situation,problems and solutions of financial input in the development of education in Dalian city.First of all,the financial input to pre-school education and education are two key concepts are introduced and defined,using the theory of public product theory,cost sharing and education equity theory to explain why the government financial input in preschool education development,to what extent pre-school education costs,as well as the financial input in education should be to achieve what kind of effect.Secondly,introduces the basic situation of Dalian pre-school education and financial investment,and from the scale,cost sharing and input way three angles to Dalian city financial input in preschool education compared with OECD countries financial input in preschool education;Found by comparing the financial input in preschool education exists in Dalian in small scale,structural imbalance,bear the proportion and the inadequate investment way single four problems and analyzes the cause of the problem.Again,the OECD countries in financial input in preschool education experience is summarized,mainly includes the financial input in preschool education level and high growth,preschool education penetration and high education fairness,made clear the government financial input in preschool education in the position and the diversified financing ways to reach their goals.Finally,this paper argues that should improve the financial input in preschool education in Dalian from four aspects status:first,increase financial investment scale including number increase financial investment and explore purchase pre-school education service;Second,ensure that pre-school education equity includes the expansion of pre-school education supply,the development of disadvantaged group assistance policies and the promotion of pre-school education vertical and horizontal equity;Third,clarify the status of the government's fiscal responsibility,including the proactive fiscal responsibility,responsibility for the quality of financial input,and the strengthening of financial input supervision;Fourth is innovative financing way through the family direct subsidies to reduce pressure in preschool education cost share,promote government finances by tax expenditure is given priority to,social capital and the family share of pre-school education cost sharing pattern.It is hoped that this study will help the development of pre-school education in Dalian city.
