With the deepening of reform and opening-up and urbanization,population mobility and migration show the trend of "family".A large number of floating population have made great contributions to urban construction and social development,but due to the restriction of the household registration system,the preschool education for migrant children is difficult to secure.The pre-school education of migrant children is difficult to guarantee.In order to alleviate the problem of "difficulty in entering the kindergarten" of the children of the migrant workers in Shanghai,in 2008,the three departments of the Shanghai Municipal Education Commission,the Agricultural Commission and the Health Bureau jointly issued "some opinions on how to do a good job in preschool education for migrant workers living with their children in this city".In order to receive floating children,private third-level kindergartens emerged as the times require.However,the construction threshold of private third-grade kindergartens is relatively low.The promotion and guarantee of this quality can not be separated from the attention and support of the government.In order to investigate the policy implementation process of improving the quality of pre-school education in Shanghai X District,and focus on the value of policy measures to improve the quality of private third-level kindergartens,this study adopts qualitative research methods.The researcher visited six private third-level kindergartens in X area,combined with individual interviews and group discussion,collected a large number of case data about the process of improving the quality of private third-level kindergartens;Through the analysis of the interview data and the pre-school education policy texts of migrant children in Shanghai and X district,the following research findings were obtained:when implementing the superior policy,the X district government initially played the role of planning and layout,examination and approval supervision and normative guidance.The government regarded safety and health as the focus of standardizing schools.The private third-level kindergartens had a serious tendency to become elementary school;After the introduction of NGO cooperation,the X district government increased its support and played a leading role in the investigation of social forces,curriculum resources subsidies and teaching and training.The project kindergartens changed from "elementary learning" to "learning in the play",the conditional quality and process quality have improved significantly,and the quality of the results in the eyes of teachers has also improved.Through the case of the regional government to improve the quality of preschool education for migrant children,revealing the resistance of policy advancement and the motivation to break through the bottleneck.Based on the perspective of new public service theory,the researchers propose two key points to improve the quality of preschool education for migrant children:On the one hand,it is necessary to increase the investment in public education services;on the other hand,it is necessary to create a public environment of cooperation and build a cooperative relationship between "government-private kindergartens-social forces" to jointly work for public education for migrant children.
