Preschool education,as an important social public welfare undertaking,has great significance for people's lifelong learning and development.In recent years,with the continuous progress of economy and society,there is an increasing demand for high quality preschool education resources.Since 2011,according to the decision and deployment of the CPC Central Committee and the State Council,China has implemented the first phase,second phase and the third phase of preschool education in the county level,following the guidance of the “Three-phase Action Plan”.Since the implementation of this plan,more and more attention has been paid by governments at all levels,the financial input has continued to increase,and many problems that have restriction on the development of preschool education have been solved.The problem of "difficulty in entering the kindergarten" has been relieved,and the development of preschool education has entered a new stage.However,issues including the fact that preschool education is still the weakest link in the whole education system,the lack of inclusive preschool education resources supply,preschool teacher shortage,uneven quality of nursing,etc.still exist.The development of pre-school education still have a long way to go.In the course of the development of preschool education,the government is a strong guarantee,and the fulfillment of its duties is related to the ability to create a fair and healthy educational environment.In 2017,the Ministry of Education issued the “Third phase of preschool education three-year action plan”.It clearly puts forward the establishment of a "preschool education management system with the leadership of the State Council,the province,the city and the county based"(or “State Council led,provincial,prefecture coordinated and county-based pre-school education management system”),which requires the implementation of the main responsibility of the county government.As a main part in implementing policies of country and province,the county government,which at the forefront of administrative management knows the development of local preschool education and understands the needs of grassroots for the development of preschool education the best,should shoulder the main responsibility.Based on the publicity theory of pre-school education and taking T county as an example,this paper summarizes the status quo and problems of county government's fulfillment of duties in preschool education development,including the lack of legislation and ambiguous positioning of government responsibilities;the lack of adequate financial support for the funding guarantee mechanism;the improper distribution of kindergartenlocations with the lack of overall long-term planning;the imperfect joint-departmental system and the difficulties in promoting joint implementation,etc.By thoroughly digging out the reasons why T county government fails to fulfill its main responsibilities and responsibilities in the development process of preschool education,and drawing on many experiences from the development of pre-school education in developing advanced areas,this paper puts forward several measures for improvement,including firstly,making the top-level design,accelerating the formulation of local regulation of preschool education,clarifying the responsibilities of government departments,implementing the preschool education supervision and evaluation system;and secondly,improving the mechanism of financial investment for preschool education,broadening the sources of funding for preschool education,exploring and establishing a uniform funding system for kindergartens,expanding the inclusive preschool education;and coordinating the relations among various government departments,establishing a long-term joint-enforcement government mechanism,increasing the level of supervision for preschool education;furthermore,in response to prominent problems at present stage,executing particular treatment for community-owned and unlicensed kindergartens,is also carried out.
