China's economy has shifted from a high-speed growth stage to a high-quality development stage.The improvement of total factor productivity is regarded as an important driving force for promoting quality change,efficiency change,and power change.The disadvantages caused by the extensional development method have become increasingly prominent,the economic losses caused by environmental problems have continued to expand,which has also caused serious harm to people's health.Facing the increasing public demand for environmental quality,the establishment of a more effective environmental governance system,and the acceleration of green transformation are of great significance to high-quality economic development.Green total factor productivity takes resource and environmental constraints into consideration,effectively measuring the level of green economy development,it has been widely used in economics research in recent years.Against the background of the imminent economic transition and the urgent need for pollution control,it is of great significance to take advantage of the economic growth shift period as an opportunity to explore a balanced development model compatible with environmental governance and green total factor productivity growth.The continuous strengthening of environmental regulations can not only improve the environmental quality,but also promote the growth of green total factor productivity? Neoclassical economists believe that the environmental costs brought about by environmental regulations crowding out productive investment in enterprises will lead to a decline in production efficiency,but the Porter hypothesis breaks through the neoclassical static analysis framework,and believes that strict environmental regulations generate stimulating technological innovation.In addition,the impact of environmental regulation on industrial transformation and industrial transfer is also the focus of research on the economic effects of environmental regulation,and the transformation of industrial structure is an important driving force for the improvement of green total factor productivity.What kind of mediating effect exists? What we are concerned about is the effect and mechanism of environmental regulation on green productivity.If there is a promoting relationship between the two,through which channels,and how do we use advantages and avoid harm to promote the overall green total factor productivity.Based on the input-output data of 30 provinces from 2009 to 2017,this paper uses the DEA-Malmquist method to measure the green total factor productivity and its decomposition terms.First,establish a basic econometric model and an mediation effect,analyze the total effect and intermediary effect of environmental regulation and green total factor productivity.Secondly,the spatial Dubin model is established to explore the spatial spillover effect of environmental regulation on regional green total factor productivity.The conclusions of the study are as follows:(1)In general,every 1 percentage point increase in environmental regulations will lead to a 0.02 percentage point increase in green total factor productivity.Strengthening environmental regulations will play a dual role in improving efficiency and technological progress.(2)The environmental regulation has promoted the upgrading of the industry,and thus promoted regional green total factor productivity.The intermediary channel for the rationalization of the industrial structure was 13.09%,and the intermediary effect for the advanced industrial structure was 16.12%.(3)From a national perspective,the local effect of environmental regulation on green productivity is 0.018,and the spillover effect is 0.007,indicating that the continuous improvement of the environmental regulatory policy system can promote the overall green development of the country.In terms of regions,eastern region has maximum direct effect of regulation is 0.027,but because the space spillover effect is negative,the positive and negative offsets make the total effect insignificant.Although the direct effect of central region is only 0.015,due to a significant positive space spillover to maximize the total effect of the entire area.The environmental regulation in the eastern region adopts a differentiated competition strategy,this asymmetric implementation of environmental regulation has exacerbated the spatial transfer of polluting industries and brought obvious negative externalities.Environmental regulations in the central and western regions has developed in the same direction,and there are fewer transfers of polluting industries in the region,the improvement of environmental regulations can give full play to the role of promoting the upgrading of the industrial structure.Above all,this paper makes the following recommendations:(1)Improving the intensity of environmental regulations,strengthening the design of environmental regulations,giving full play to the role of environmental regulations in promoting the efficiency of resource allocation,technological progress,and economies of scale.(2)Integrating environmental regulatory policies and industrial policies,accelerating the elimination of backward production capacity in the form of high regulatory costs,granting appropriate subsidies to green industry development and green technology innovation,coordinate inter-industry ratio.(3)Restructuring the performance evaluation system with green development as the goal,constructing stepwise and cross-regional environmental regulation system.Strictly preventing the asymmetric enforcement of environmental regulations and the transfer of polluting industries between regions,and strengthening the application of evaluation results in performance assessment.
