At present,China's economy is experiencing the pain of transformation and upgrading,the downward pressure on the economy is large,the driving force for development needs to be strengthened,and pollution prevention is imminent.It is a major challenge that China needs to solve urgently,whether it is an opportunity to transform the industrial structure and find an effective way to coordinate economic development and environmental protection.The production of environmental regulations is an important way for the government to restrict corporate emissions.Whether it can promote the transformation and upgrading of industrial structure while achieving environmental protection remains to be further explored.Firstly this paper analyzes the relationship between environmental regulation and industrial structure from the perspective of direct effects and spatial spillover effects of environmental regulation.Based on this,the spatial Durbin model was constructed,and the relationship between environmental regulation and industrial structure is empirically tested by using panel data of 30 provinces(regions)in China from 2003 to 2016.The results show that:(1)The influence of local and adjacent regional environmental regulations on the industrial structure of the region has an inverted U-shaped trend.As the intensity of environmental regulation in local and adjacent areas is weakened and weakened,the industrial structure is firstly promoted and then suppressed.(2)The spatial heterogeneity research results show that the spatial spillover effects of environmental regulation both in the eastern and central and western regions show an inverted U-shaped trend.The direct effects of environmental regulation are different in different regions,and the eastern trend is U-shaped.The west presents an inverted U-shaped trend.(3)The results of environmental policy heterogeneity research show that the direct effect and spatial spillover effect of environmental regulation in strong regulatory areas are U-shaped,and the direct effect and spatial spillover effect of environmental regulation in moderate regulation and weak regulation area are inverted U-shaped trend.(4)As far as the mechanism of environmental regulation affects the industrial structure,the impact of environmental regulation on the industrial structure can be achieved through technological progress.Specifically,environmental regulation will cause the transfer of polluting industries,and the transfer of polluting industries will affect the upgrading of industrial structure by inhibiting technological progress.Finally,based on the above conclusions,this paper proposes corresponding policy recommendations,in order to provide theoretical and empirical support for the Chinese government to formulate environmental regulation policies.
