In recent years,with the rapid development of the social economy,water pollution has become an important issue of concern.Although the implementation of the "river chief system" has alleviated the pressure of river pollution,due to the complex and variability of the river environment,the current river management system has been difficult to meet the needs of actual work.There are a lot of space and attribute data in the river management process.The traditional method can not carry out scientific analysis and management,which forces us to introduce scientific and technological means to manage the river,and the GIS technology is updated and improved to solve the water pollution in river management.The problem provides technical support.In this context,this paper combines the relevant theories of river management with GIS technology,optimizes the construction of the "river chief system" river management system,and proposes the integrated construction of the"river chief system" river management system based on GIS,in Liyang,Jiangsu Province.For example,the city will build a "river chief system" river management system to solve practical river management problems.Based on the characteristics of the traditional "river chief system" river management system and the actual business needs of the current river management,this paper proposes the "river chief system" river information management system platform structure based on the research progress of GIS technology in the field of river management.By analyzing the business needs of mobile,server and PC,the paper selects the key technologies in the system and designs and implements the river management system.This paper chooses Android platform as mobile terminal,and realizes spatial positioning and navigation,data collection and uploading functions through mobile GIS technology.Based on the Internet,the server uses Web Service to process the upload,query and management of event field data.Based on WebGIS,the PC side sorts and classifies the information uploaded by the mobile terminal,and introduces the Nemero pollution comprehensive index method to evaluate the water pollution degree.Through the spatial interpolation analysis of the concentration of the monitoring points,the surface is replaced by the mask,and then the mask is extracted and reclassified according to the evaluation standard of the Nemero pollution index method,so as to obtain the total area of each water quality category of different river sections in a certain area,and realize the river channel.Visualization of water pollution status provides decision-making basis for river managers at all levels.The platform information construction will refine and prioritize the traditional management model,making the whole management process more scientific and efficient.In addition,the system model has strong scalability,facilitates secondary integration and development,realizes the purpose of collaborative work between departments under the "river chief system",and realizes data information sharing,thereby promoting the development of informationization construction of water conservancy departments.Applying GIS technology to the "river chief system" river management system is the core of the system.Through the study of the characteristics of the traditional river management system,the river management system is standardized,and the construction of the water quality monitoring and evaluation module can be more three-dimensional.Learn about river information and avoid making wrong decisions.From a theoretical point of view,this system not only has the advantages of the traditional river management system,but also is constructed according to the river management system of "river chief system",which has certain representativeness.The practical application proves that after the system is deployed in Liyang City,Jiangsu Province,the needs of river management work can be guaranteed,the feasibility of the platform is proved,and the efficiency of river management work is improved.
