Water resources,as a strategic resource for human survival and development,have always occupied an important position.With the increase of population and urbanization,the shortage of water resources and the destruction of ecological environment have become important factors restricting the economic development of Qinzhou City.Taking the strictest water resources management system as the premise,and based on the theory of spatial equilibrium,this thesis takes the optimal allocation of water resources in Qinzhou City as the goal,develops the method of optimal allocation of water resources and applies it to the study of optimal allocation of water resources in Qinzhou City,so as to help the development of social economy and balance of ecological environment in Qinzhou City.It has guiding significance for the utilization and development of local water resources.The main elements and conclusions are as follows:(1)Firstly,this thesis expounds the theoretical development of optimal allocation of water resources,introduces the shortcomings of water resources allocation methods,and puts forward the research contents and technical routes.Based on the theory of "spatial equilibrium ",the optimal allocation model of water resources is established.(2)In 2018,the fifth year of the implementation of the strictest water resource management system,the water resource allocation in Qinzhou city is evaluated and find that the effect was good and the water use trend slowed down.Using the urbanization rate and grey forecast model to get the population and economic development of Qinzhou city,the water demand of Qinzhou city is calculated by considering the red line of water use efficiency and quota method and so on,and the water consumption of Qinzhou city in 2025 and 2030 is obtained.It is found that the water consumption exceeds the red line of water use in 2030.The relevant data of water supply source in Qinzhou City were collected,the results of water supply in 2025 and 2030 are obtained.It is found that the external water transfer project has obvious function to replenish water in Qinzhou City.(3)After obtaining the water supply and demand,several indexes are selected to analyze the carrying capacity of water resources.The results show that Qinzhou City still has great water resources bearing potential,which can provide support for the optimal allocation of water resources.Then the PSO is used to solve the model.And the results of water resources optimal allocation considering spatial equilibrium are obtained and analyzed from the coordinated development degree,optimization objectives and other aspects.The results show that the overall allocation target is effective under the constraint of spatial equilibrium,but the phenomenon of water shortage will still occur in the coming years,and some suggestions are put forward accordingly.
