Collaborative governance mechanism is a kind of governance mode to achieve a common public purpose and let different departments participate in cross level,cross department and cross regional public policy-making or management activities purposefully.IIt is a process of public management that emphasizes that,based on the needs of the community of interests,various subjects within the government and multiple subjects,such as government and non-government,establish a relationship of trust between them,so as to achieve the advantage of cooperative governance.It is an important measure to improve the national storm surge disaster management system and realize the modernization of disaster management ability to enhance the ability of inter governmental collaborative governance,which is also the trend of the government to improve public management.To some extent,the frequent occurrence of storm surge disasters hinders the healthy operation of China's economy,endangers the safety of people's lives and property,and the stability of social order.In the process of storm surge disaster emergency management,our government has accumulated some practical experience and established the marine disaster early warning system.However,there are still many problems in the cooperation among the main bodies of storm surge disaster response subjects at this stage,such as:the inconsistent emergency management objectives among the main bodies result in the low frequency of contact among the main bodies,and the fuzzy functional positioning of the government departments leads to the main bodies Participation disorder and mutual prevarication,excessive dependence of local governments on the central government result in low efficiency of cooperation.Zhejiang Province is located in the eastern coastal area of China.Because of its special geographical environment,it has suffered 16 storm surge disasters in the past five years,and the probability of storm surge disasters is particularly high.At present,the research on storm surge disaster is still in a relatively weak link.Therefore,it has a unique theoretical significance to study the Cooperative Governance Countermeasures among the main bodies from the perspective of the cooperation of the main bodies in the case of storm surge disaster in Zhejiang Province.Although China has made some achievements in storm surge disaster prevention and mitigation,there are still many urgent needs to be improved in the whole social level.Based on the case study of major storm surge disasters in Zhejiang Province from 2010 to 2019,this paper interprets the current situation of storm surge disaster response subjects in Zhejiang Province by case analysis,including cooperation mode,cooperation time,cooperation communication,etc.,presenting the problems of participating in the cooperation among storm surge disaster response subjects in Zhejiang Province and find out the factors that lead to these problems,and then put forward corresponding countermeasures and suggestions among the main bodies,including cooperation consciousness,information sharing,emergency management system,legal system,etc.,so as to enhance the cooperation ability among the main bodies in response to storm surge disaster,stimulate the initiative of the main bodies,and provide certain ideas for the development of storm surge disaster prevention and mitigation research in China's coastal areas,so that the whole society can form a multi-body and multi center cooperation to prevent storm surge disaster.It is hoped that this paper can improve the multi-agent's understanding of the storm surge disaster emergency management and contribute to the improvement of the storm surge disaster coordination scheme among the response agents.
